AGENDA ITEM SUMMARY
This work session is a presentation on the current status of two significant work efforts relating to the
City's provision of parks, recreation and open space services to area residents. The presentation will
provide an overview regarding the projects included in the 1998 Parks and Open Space (POS) Bond
Measure and a report on the work to date on the Parks, Recreation and Open Space (PROS)
Comprehensive Plan.
BACKGROUND
Council Action History
Additional periodic updates regarding the POS bond measure were provided to the council in March and
October 2003. The last update to the council regarding the PROS Comprehensive Plan was a
presentation given in October 2003 by Andrea Riner, Parks and Open Space planning manager and
PROS Comprehensive Plan Project manager.
Policy Issues
There are no policy issues for consideration at this time.
Council Goal Action Priority
The PROS Comprehensive Plan supports Council Goal #3, Building for Future Generations, and
Council Goal #4, Building a Livable Community.
Financial and/or Resource Considerations
There are no financial considerations at this time. The council recently approved the final sale of $6
million in bonds. The initial sale of $19 million was completed in August 1999.

A detailed overview of the progress to-date on the 1998 Parks and Open Space (POS) Bond Measure
was provided in the May 13, 2004, Periodic Report on Implementation of Parks and Open Space Bond
Measure which was included in the May 13, 2004, council packet. The report included summaries of

The update of the Parks, Recreation and Open Space (PROS) Comprehensive Plan process will
include the following information:
· Overview of ongoing public involvement efforts, including the Community Design Forum held
April 3, 2004 (meeting report available on the web at www.ci.eugene.or.us/parks/pros/pros_reports);
· Findings of the recreation program inventory and assessment and the parks and open space facility
inventory and evaluation; and
· Identification of core values, vision, goals, and strategy categories.
These research efforts will be the background by which the Mayor's Committee and staff will begin to
develop recommendations for the future. Beginning with the June meeting, recommendations will be
developed relating to the following strategy areas:
· Recreation programs: seniors, youth and family, specialized recreation, athletics, aquatics, Hult
Center/Cuthbert, volunteer programs;
· Parks: neighborhood, community, metropolitan, and linear parks and urban plazas;
· Community facilities: pools, community centers, special facilities;
· Natural areas: Ridgeline, West Eugene Wetlands, stream corridors, and other natural area parks;
· Access and connectivity: trails, accessibility, connectivity, bike system, public transit, and
transportation safety;
· Park, open space and recreation facility renovation;
· Park, open space and recreation facility maintenance;
· Resource development: financial resources, partnerships, volunteer programs; and
· Management: planning, organizational development, public information, and public involvement.
The parks website is being continuously updated and includes information about project status, public
involvement opportunities and planning efforts. An overview of the PROS Comprehensive Plan is
online at www.ci.eugene.or.us/parks/pros/pros 1.htm and includes further background about the process
and community outreach effort, a list of upcoming meetings and events, minutes from previous
meetings, and reports on findings.
Timing
POS Bond Measure: Work on the acquisition and park development projects funded by the 1998 bond
measure is expected to continue through fall/winter 2006.
PROS Comprehensive Plan: The goal of the Mayor's Advisory Committee and staff is to finalize the
plan in early 2005.
