Mayor Vinis opened the February 20, 2024, public hearing of the Eugene City Council in a
hybrid in -person and virtual format at 101 W. 1011, Avenue, Suite 114, Eugene, OR 97401.
1. PUBLIC HEARING: An Ordinance Amending the Eugene -Springfield Metropolitan
Area General Plan Diagram and the Willow Creek Special Area Study Future Land -
Use Map to Redesignate the Property Identified as Assessor's Map 18-04 -04 -20,
Tax Lot 00100 to Light Medium Industrial and Rezoning the Property from E-1
Campus Employment to E -2 Mixed Use Employment.
Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
Kim O'Dea provided an applicant statement.
There were no speakers for the public hearing.

2. PUBLIC HEARING: An Ordinance Extending the Sunset Date of Ordinance No.
20672 (Temporary Establishment of "Safe Parking" and "Safe Tent" Sites That Are
Larger Than Allowed Under Section 4.816 of the Eugene Code, 1971).
Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.

3. PUBLIC HEARING: An Ordinance Concerning Parking and Amending Sections
5.225, 5.265, 5.335, 5.990, and 5.995 of the Eugene Code, 1971.

Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
1. Bill Armstrong - spoke in support of the proposed ordinance.
Mayor Vinis closed the public hearing.
Councilor Discussion:
• Councilor Clark - noted that Council voted for enhanced punishments for willful
violations of overnight camping; asked staff why it is not considered willful violation
if someone intentionally works around current rules; asked for the Assistant City
Attorney to clarify what changes could be made to the current ordinance if the
situations community members are describing would not result in enhanced
punishments.
■ Councilor Groves - noted that overnight camping is a problem in the community;
indicated the ordinance under consideration is to work as a next step to address
issues and protect those that are victimized; believes the City should lead with
compassion while also having responsibility, accountability and consequences;
noted the small number of repeat offenders; indicated the problem needs to be
solved and that he will continue to work towards a solution.
■ Councilor Semple - noted there are a lot of RVs that leave a large amount of garbage;
noted that she hopes Council can help find a solution.
■ Councilor Keating - noted that at the November 8, 2023 Work Session, Council
voted to bring the ordinance back; noted appreciation for staff for providing a
strong response to overnight camping and graywater; asked if it is accurate that the
fine will increase from $50 to $300 if the ordinance passes; desires a response that
enables areas to be used without the threat of increased environmental hazard.
4. PUBLIC HEARING: An Ordinance Concerning Middle Housing; Making A Text
Amendment to the Eugene -Springfield Metropolitan Area General Plan; Replacing
Variations of the Terms "One Family' And "Single Family' With "Single -unit,"
Replacing Variations of the Term "Two Family" With "Duplex," Replacing
Variations of the Term "Three Family' With "Triplex," Replacing Variations of the
Term "Four Family' With "Fourplex," and Replacing Variations of the Terms
"Multiple Family" and "Multi -Family' With "Multi -unit" or "Multiple -Unit"
Throughout the Eugene Code; Amending Sections 9.0500, 9.2160, 9.2161, 9.2700,
