AUTHORIZING APPLICATION FOR OREGON DEPARTMENT OF ENERGY COMMUNITY RENEWABLE ENERGY PROGRAM GRANT FOR SOLAR PANELS AT THE ROOSEVELT YARD FACILITY.
The City Manager of the City of Eugene finds that: A. Pursuant to Section 16 of the Eugene Charter, the Eugene City Manager is the administrative head of the City and, as such, may authorize City staff to apply for the Oregon Department of Energy’s Community Renewable Energy Program Grant.
B. The City of Eugene seeks to participate in this grant program to the greatest extent possible as a means of procuring and installing roof-mounted solar panels and a battery storage system to increase the resiliency and emergency response capabilities of the Public Works Department to serve the Eugene community.
C. The City has identified a high priority need to improve electrical resilience as well as strengthen the capability to respond during emergencies or extreme weather events. A system of off-grid solar panels and battery storage would ensure that critical Public Works equipment is protected from low temperature weather damage, even if there is a power outage, and provide a
redundant power source to maintain critical community-serving operations. The solar panels and storage will also align with the City’s Climate Action Plan 2.0 goals by ensuring a source of green, non-fossil fuel generated power. D. The grant-funded project would include procurement and installation of solar panel
systems on two buildings located at the City’s Roosevelt Yard facility (Public Works Maintenance Division) and an estimated 100-kilowatt battery storage array to provide emergency backup power for designated Roosevelt Yard locations. The grant-funded project has approval and cooperation with the local utility (Eugene Water and Electric Board). On the basis of these findings, I order that:
This administrative order is a demonstration that the City of Eugene officially supports and authorizes the Public Works Maintenance Division Manager’s submittal of a grant application to the Oregon Department of Energy for procurement and installation of solar panels and a battery
storage system.
