Mayor Lucy Vinis opened the March 12, 2024, public hearing of the Eugene City Council in
virtual format.
Lane County Board of Commissioners Chair Laurie Trieger opened the March 12, 2024,
public hearing of the Lane County Board of Commissioners in virtual format.
1.JOINT PUBLIC HEARING:
An Ordinance Amending The Eugene-Springfield Metropolitan Area General Plan;
Adopting The River Road-Santa Clara Neighborhood Plan; And Providing An
Effective Date.

An Ordinance Amending Sections 9.2160, 9.2161, 9.2170, 9.2740, 9.2741, 9.8010,
And 9.8030 Of The Eugene Code, 1971; Adding Maps 9.2161(11) And
9.2170(3) (D) To That Code; Amending Figure 9.2170( 4) (C)6. And Map 9.8010 Of
That Code; And Providing An Effective Date.
City of Eugene Principal Planner, Terri Harding, and Lane County Senior Planner, Jared Bauder,
gave a brief overview of the proposed ordinance.
Mayor Vinis opened the public hearing for the Eugene City Council.
Commissioner Trieger opened the public hearing for the Lane County Board of Commissioners.
Testimony
1.Bill Kloos -outlined concerns with code amendments aligning with Envision Eugene.
2.Teresa Bishow -outlined concerns with code amendments aligning with Envision
Eugene, the adopted refinement plan, and Statewide Goal 9.
3.Tiffany Edwards -noted the Eugene Planning Commission's support for adopting the
code amendments.

4. Micheal M. Reeder -outlined concerns with code amendments aligning with Envision
Eugene.
5. Louie Vidmar -noted support for the River Road Santa Plan and code amendments.
6. Chuck Meeker -spoke of his business.
7. Louisa de Heer -noted support for the code amendments.
8. Jon Belcher -outlined concerns with code amendments aligning with Envision Eugene.
9. Jolene Siemsen -noted support for the River Road Santa Plan and code amendments.
10. Dawn Lesley-noted support for the code amendments.
11. Hillary Kittleson -noted support for the code amendments.
12. Kate Perel -noted support for the River Road Santa Plan and code amendments.
Mayor Vinis and Commissioner Trieger closed the public hearing.

Councilor Clark -noted his support for the plan and interest in the code
amendments; asked staff to address questions from the public regarding the
justification of the code amendments promoting business growth; noted interest in
the staff memo addressing concerns that the code amendments may harm
businesses.
Commissioner Trieger -asked why commercial designation was removed from the
final plan; noted support of mixed-use.
Councilor Groves -asked to keep the public record open for another week; noted
support of mixed-use; thinks the carve-out in the River Avenue area is great for
commercial and light industrial use; thinks it's important for the River Road
corridor to include restaurants and services, so residents don't have to travel far;
noted preference for a shorter timeline.
Commissioner Farr -asked staff to address the lack of parking requirements for
multi-family units in their memo.
Commissioner Ceniga -likes the mixed-use, commercial zone; asked for building
height, parking, and public transit issues to be addressed; noted interest in having
the staff memo address incentives to attract builders and businesses.
• Councilor Zelenka -noted he is in favor of excluding existing businesses from the
plan so they are not impacted; noted he is in favor of moving forward with the plan
and code amendments.
• Commissioner Loveall -asked how mixed-use will be tracked; noted interest in
having the staff memo address incentives to attract builders and businesses.
• Councilor Groves -noted concern with parking and building height issues; noted
support for raising downtown height limits overall.
LANE COUNTY MOTION AND VOTE: Vice Chair Loveall, seconded by
Commissioner Buch, moved to approve the second reading, set a third
reading and deliberations on April 23, 2024 at 1:30pm. PASSED 5:0
Mayor Vinis adjourned the Eugene City Council meeting at 7:06 p.m.
