RESOLUTION NO. 5409
A RESOLUTION APPROVING MODIFICATION TO THE
MOVING AHEAD LOCALLY PREFERRED ALTERNATIVES
ORGINALLY APPROVED BY RESOLUTION 5352.
The City Council of the City of Eugene finds that:
A. The City of Eugene and Lane Transit District (LTD) have entered into a partnership
to coordinate transportation investments along key corridors, called "MovingAhead."
B. MovingAhead supports the City's Envision Eugene, 2035 Transportation System
Plan , Climate Action Plan 2 .0, Vision Zero Action Plan, LTD's Long Range 'I'ransit Plan, and
other community policies and plans.
C. On March 14 , 2022, the Eugene City Council adopted Resolution No. 5352
approving the locally preferred alternatives for five corridors identified in the MovingAhead work,
including the establishment of "EmX on the River Road Corridor."
D. The construction costs for establishing EmX infrastructure on the River Road
corridor have significantly escalated. Furthermore, the ridership estimates for EmX on the River
Road Corridor were moderate relative to existing EmX corridor ridership. Implementing an
Enhanced Corridor, rather than EmX, for River Road provides a similar benefit but with lower
capital cost requirements .
E. On May 15 , 2024, the LTD Board of Directors adopted LTD Resolution No. 2024-
05-15-012 changing the MovingAhead action for the River Road Corridor to "Enhanced Corridor
option for River Road."
NOW, THEREFORE,
BE IT RESOL¥ED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a
Municipal Corporation of the State of Oregon, as follows:
Section 1. The following are the City of Eugene's locally preferred alternatives for key
transit corridors within E ugene:
• Enhanced Corridor on the Highway 99 Corridor
• Enhanced Corridor on the River Road Corridor
• No Build on the 30 th Avenue to LCC Corridor
• Enhanced Corridor with further study on the Coburg Road Corridor
• Enhanced Corridor on the Martin Luther King, Jr. Boulevard Corridor

Section 2. This Resolution shall become effective immediately upon its adoption.
The foregoing Resolution adopted the 10 th da of June, 2024.
