Home My WebLink About240422 MTGMINUTES Eugene City Council Meeting Eugene, Oregon 97401 April 22, 2024 7:30 p.m. Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Lyndsie Leech, and Randy Groves Mayor Vinis opened the April 22, 2024, meeting of the Eugene City Council in a hybrid in- person and virtual format at 101 W. 10th Avenue, Suite 114, Eugene, OR 97401. 1. COMMITTEE REPORTS AND ITEMS OF INTEREST • Councilor Clark-noted the Cal Young Neighborhood Association was meeting the next day; noted it was the 13-year anniversary of the end of watch for Eugene Police Officer Christopher Kilcullen. 2. CONSENT CALENDAR 1 A. Approval of City Council Minutes • February 26, 2024 Work Session • February 28, 2024 Work Session • March 11, 2024 Work Session • March 11, 2024 Meeting • April 15, 2024 Public Hearing B. Approval of City Council Tentative Agenda MOTION: Councilor Keating, seconded by Councilor Groves, moved to approve the items on Consent Calendar 1. VOTE: 7:0 PASSED (Councilor Evans was not present for the vote) 3. CONSENT CALENDAR 2 A. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map 17-04-23-11, Tax Lot 06401 Located at 1010 Horn Lane) (City File: A 23-9) MOTION: Councilor Keating, seconded by Councilor Groves, moved to approve the items on Consent Calendar 2. VOTE: 7:0 PASSED (Councilor Evans was not present for the vote) 4. ACTION: Eugene-Springfield 2024 HUD Annual Action Plan for Affordable Housing and Community Development City Manager, Sarah Medary, introduced the topic and provided background information. MINUTES -Eugene City Council Meeting April 22, 2024 Page 1 MOTION: Councilor Keating, seconded by Councilor Groves, moved to approve the Eugene-Springfield 2024 Annual Action Plan summary for use of Federal Community Development Block Grant provided in Attachment A. VOTE: 7:0 PASSED (Councilor Evans was not present for the vote) 5. POSSIBLE ACTION: An Ordinance Amending The Eugene-Springfield Metropolitan Area General Plan; Adopting The River Road-Santa Clara Neighborhood Plan; And Providing An Effective Date. -and- An Ordinance Amending Sections 9.2160, 9.2161, 9.2170, 9.2740, 9.2741, 9.8010, And 9.8030 Of The Eugene Code, 1971; Adding Maps 9.2161(11) And 9.2170(3)(D) To That Code; Amending Figure 9.2170(4)(C)6. And Map 9.8010 Of That Code; And Providing An Effective Date. City Manager, Sarah Medary, introduced the topic and provided background information. MOTION: Councilor Keating, seconded by Councilor Groves, moved to adopt an Ordinance Amending the Eugene-Springfield Metropolitan Area General Plan; Adopting the River Road Santa Clara Neighborhood Plan; and Providing an Effective Date. Council Discussion: • Councilor Clark -noted his support for the motion; noted the many years of staff work and neighborhood support for the plan. VOTE: 8:0 PASSED MOTION: Councilor Keating, seconded by Councilor Groves, moved to adopt an Ordinance Amending Sections 9.2160, 9.2161, 9.2170, 9.2740, 9.2741, 9.8010, and 9.8030 of the Eugene Code, 1971; Adding maps 9.2161(11) and 9.2170(3)(d) to that Code; Amending Figure 9.2170(4)(c)6. and Map 9.8010 of that Code; and Providing an Effective Date. Council Discussion: • Councilor Clark-noted he was not in favor of the motion; stated the code amendments do not comply with the Metro Plan; noted the amendments may discourage certain types of businesses; noted the height restriction may not have the intended effect. • Councilor Groves -noted agreement with some of Councilor Clark's concerns, but indicated he would vote in favor of the motion; stated he has concerns about on- street parking in the River Road area; stated his support for mixed use development in the area; noted the importance of staying in communication with neighborhood groups as the plan moves forward. • Councilor Leech -noted she would be voting in favor of the motion; stated the plan could be amended if needed in the future. MINUTES -Eugene City Council Meeting April 22, 2024 Page 2 • Councilor Clark -stated the code amendments are not connected to the neighborhood plan. VOTE: 7:1 PASSED (opposed by Councilor Clark) MAIN MOTION (with friendly amendment): Councilor Leech, seconded by Councilor Clark, moved to hold a work session before January 1, 2025 to discuss possible options for addressing on-street parking issues in the River Road and Santa Clara areas and a separate work session to discuss voluntary annexations. Council Discussion: • Councilor Leech -stated on-street parking on narrow, underdeveloped county roads will be a growing concern as the area develops. • Councilor Clark -asked for a friendly amendment to add a separate work session about voluntary annexations (friendly accepted); stated the two work sessions will work better in tandem because the City does not have jurisdiction over county roads. • Councilor Semple -stated her preference is to vote on the two proposed work sessions as separate items; noted she supports each item. MOTION TO SEPARATE: Councilor Semple, seconded by Councilor Groves, moved to divide the motion items put forth by Councilors Leech and Clark. VOTE: 3:5 FAILED (opposed by Councilors Keating, Zelenka, Yeh, Clark, and Leech) VOTE ON MAIN MOTION: 7:1 PASSED (opposed by Councilor Semple) 6. ACTION: An Ordinance Vacating Premier Street And A Portion Of First Avenue West, All Located Within The Plat Of Pioneer Resources Business Park, And Providing For An Effective Date. City Manager, Sarah Medary, introduced the topic and provided background information. MOTION: Councilor Keating, seconded by Councilor Groves, moved to adopt the Ordinance, as provided in Attachment B, vacating Premier Street and a portion of First Avenue West, all located within the Plat of Pioneer Resources Business Park, and providing for an effective date. Council Discussion: • Councilor Groves -noted this vacation will allow the business to secure their property after experiencing thousands of dollars of copper wire theft. • Councilor Zelenka -clarified it is an existing street and the property owner would now be responsible for its maintenance. Richard Locke -spoke about camping issues by the railroad tracks near Roosevelt. 3. Scott Fife -spoke against the city subsidizing concrete production. 4. Samuel Monsen -spoke in favor of STAR voting. 5. Kellyn Stanlee -spoke in favor of STAR voting. 6. Debra McGee -spoke in favor of working to mitigate climate change. 7. Linda Kelley -spoke in favor of working to mitigate climate change. 8. Peter Dragovich -spoke in favor of working to mitigate climate change. 9. Jim Neu -spoke in favor of investing in renewable energy. 10. Charlie Rojas -spoke about the city's budget shortfall. 11. Patricia Hine -spoke in favor of electrification. 12. Sara Wolk-spoke in favor of STAR voting. 13. Stefan Strek -spoke against cutting the library budget. 14. Buck Olen -spoke in favor of electrification. 15. Tomoko Sekiguchi -spoke in favor of electrification. Council Discussion: ■ ■ ■ ■ Councilor Groves -asked about the City's ability to enforce camping and trespassing ordinances near railroad right of ways; spoke about the value of advance reconductoring; stated neighborhood design should consider parking and electric vehicle charging needs. Councilor Keating -noted the election is May 21, 2024, and the voter registration deadline is April 30, 2024; thanked the evening's speakers who spoke in honor of Earth Day. Councilor Yeh -noted she understands the upcoming budget shortfall is concerning; encouraged respectful comments around the budget and the work of city staff. Mayor Vinis -noted her interest in meeting with members of 350 Eugene.
