A RESOLUTION OF THE URBAN RENEWAL AGENCY OF THE CITY OF EUGENE
DECLARING THE AMOUNT OF TAX TO BE CERTIFIED
FOR THE FISCAL YEAR BEGINNING JULY 1, 2024 AND ENDING JUNE 30, 2025, AND
PERMANENTLY INCREASING THE TOTAL ASSESSED VALUE OF PROPERTY WITHIN THE
RIVERFRONT URBAN RENEWAL PLAN AREA PURSUANT TO ORS 457.455
A. The Urban Renewal Plan for the Downtown Urban Renewal District (the "Downtown
Urban Renewal Plan") was initially adopted on July 3, 1968, by Resolution No. 257 of the Urban
Renewal Agency of the City of Eugene (the "Agency"), and on December 19, 1968, by
Resolution No. 1609 of the Eugene City Council. The Downtown Urban Renewal Plan has
subsequently been amended, most recently by Ordinance No. 20690, effective July 16, 2023,
which increased the total maximum indebtedness of the plan, thereby converting the plan
from a Reduced Rate Plan as defined in ORS 457.010(14) to a Permanent Rate Plan as defined
in ORS 457.010(11).
B. On September 11, 1985, the City Council passed Ordinance No. 19352 adopting the
Riverfront Research Park Urban Renewal Plan. On March 10, 2004, the City Council adopted
Ordinance No. 20313 changing the name of the "Riverfront Research Park Urban Renewal
Area" to the "Riverfront Urban Renewal Area", adding acreage to the Riverfront Urban
Renewal Area, and adopting the amended Riverfront Urban Renewal District Plan ("the
Riverfront Urban Renewal Plan"). The Riverfront Urban Renewal Plan has subsequently been
amended, most recently by Ordinance No. 20700, effective February 25, 2024, which increased
the total maximum indebtedness of the plan, thereby converting the plan from a Standard Rate
Plan as defined in ORS 457.010(15) to a Permanent Rate Plan as defined in ORS 457.010(11).
C. The Urban Renewal Agency of the City of Eugene finds that declaring the amount of tax
to be certified is necessary under ORS 294.305 to ORS 294.565.
D. The Agency finds that the maximum amount of funds the Agency is entitled to collect
under ORS 457.440 are not required to pay the principal and interest on indebtedness
incurred for the Riverfront Urban Renewal Plan, and therefore it is in the interest of both the
Agency and overlapping taxing districts to permanently increase the total assessed value of
properties within the Riverfront Urban Renewal Plan Area, as provided in ORS 457.455.
E. Prior to adoption of this Resolution, the Agency consulted and conferred with the
following taxing districts affected by the Riverfront Urban Renewal Plan as required by ORS
457.455: Eugene School District 4J, Lane County, Lane Community College, Lane Education
Service District, and Upper Willamette Soil and Water Conservation District. One comment was
received from Eugene School District 4J which expressed no concerns.

NOW, THEREFORE, based on the above findings,
BE IT RESOLVED by the Urban Renewal Agency of the City of Eugene, as follows:
Section 1. That the following be certified to the County Assessor of Lane County,
Oregon for the fiscal year beginning July 1, 2024 and ending June 30, 2025:
The Downtown Urban Renewal Plan Area: The Urban Renewal Agency for the City of
Eugene (Agency) shall receive the maximum amount of revenue that may be raised
within the Downtown Urban Renewal Plan Area by dividing the taxes under section 1c,
Article IX, of the Oregon Constitution. This plan shall be certified under Part 5,
Permanent Rate Plans.
The Riverfront Urban Renewal Plan Area: The total assessed value of all taxable real
and personal property within the Riverfront Urban Renewal Plan Area shall be
permanently increased to $110,395,364, and the Agency shall receive the maximum
amount of revenue that may be raised within the Riverfront Urban Renewal Plan Area
by dividing the taxes under section 1c, Article IX, of the Oregon Constitution. This plan
shall be certified under Part 5, Permanent Rate Plans.
Section 2. That the City of Eugene Finance Officer is hereby requested to certify the
levies as herein made and set forth to the County Assessor of Lane County, Oregon, and shall
file with the Lane County Assessor and the Lane County Clerk documents as required by ORS
294.458 and ORS 310.060.
