Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Lyndsie Leech, and Randy Groves
Councilors Absent: Greg Evans
Mayor Vinis opened the May 8, 2024, work session of the Eugene City Council in a virtual
format.
1. WORK SESSION: Police Auditor's Office and Civilian Review Board Annual Reports
Mayor Vinis introduced Police Auditor, Leia Pitcher, who presented the 2023 Annual
Report of the Independent Police Auditor's Office.
Councilor Discussion:
• Mayor Vinis -noted the Police Auditor's team is beneficial to those making
complaints and the general public as they pursue complaints needing further
investigation.
• Councilor Keating -asked if the data allows for individual complaints to be
separated from those who have submitted multiple complaints; asked for the
number of unique complainants; asked if there are data points on crimes committed
after a pursuit was called off; noted interest in a comparison to regional and
national data points.
• Councilor Groves -noted pursuits are dangerous for everyone involved; thinks the
current policy is reasonable but should be continually reviewed and refined; noted
confidence in the police department, the Police Chief, and the City's training
program.
• Mayor Vinis -noted interest in the pursuit trend, training, and response; noted
interest in alternative police responses for pursuits and what the training suggests.
• Councilor Semple -noted she is impressed with the thoroughness of the Police
Auditor's reports.
• Mayor Vinis -asked for more information on the collaboration improvements for
deadly force investigations.
Mayor Vinis introduced the Civilian Review Board Chair, Jose Cortez, and Vice Chair,
Carolyn Williams, who presented the 2023 Annual Report of the Civilian Review Board.

• Councilor Clark -Asked about the rate of differences in adjudication between
Eugene Police Department and the Police Auditor; asked if there is any consistency
or trends in disagreement.
• Councilor Zelenka -thinks it's important to have additional reviews of complaints;
noted Alan Lei man is leaving the Civilian Review Board and hopes to see him
appointed to the Police Commission.
• Mayor Vinis -noted it's helpful to look through Civilian Review Board minutes to
review discussions and to understand how the work is approached.
Mayor Vinis a djourned the meeting at 12:53 p.m.
