of the
City Manager
DELEGATING TO THE PUBLIC WORKS DIRECTOR THE AUTHORITY
TO ADMINISTER AND ENFORCE THE CITY'S FLOODPLAIN
MANAGEMENT REGULATIONS.
The City Manager of the City of Eugene finds that:
A.Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, and is specifically authorized
to appoint and remove all employees ( except as otherwise provided in the Charter), and to enforce
all ordinances of the City.
B.Section 2 of Ordinance No. 20684 authorizes the City Manager and the City
Manager's designee to administer, implement and enforce the provisions of Eugene Code Sections
9.6706 -9.6709 through the approval or denial of development permits in accordance with those
Code sections.
C.I find that it would be more efficient and in the public interest to appoint the Public
Works Director as my designee to administer, implement and enforce the provisions of Eugene
Code Sections 9.6706 -9.6709.
NOW, THERFORE,
The City Manager of the City of Eugene Orders and Directs that:
1.The Public Works Director is authorized to act, as my designee, as the City's
Floodplain Administrator and to administer, implement and enforce the City's floodplain
management regulations in Eugene Code Sections 9.6706 -9.6709 through the approval or denial
of development permits in accordance with those Code sections as they are currently written or
later amended.
2.The Public Works Director may sub-delegate the authority granted by this Order.
