DELEGATING TO THE CITY ENGINEER THE AUTHORITY TO
ADMINISTER AND ENFORCE THE CITY'S FLOODPLAIN
MANAGEMENT REGULATI ONS.
The Executive Director of the Public Works Department finds that:
A.Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the
City Manager is designated as the administrative head of the City, and is specifically authorized
to appoint and remove all employees (except as otherwise provided in the Charter), and to enforce
all ordinances of the City.
B.Section 2 of Ordinance No. 20684 authorizes the City Manager and the City
Manager's designee to administer, implement and enforce the provisions of Eugene Code Sections
9.6706 -9.6709 through the approval or denial of development permits in accor9ance with those
Code sections.
C.On August 8, 2024, the City Manager issued Administrative Order No. 21-24-04
delegating to the Public Works Director authority to administer, implement and enforce the City's
floodplain management regulations in Eugene Code Sections 9.6706 -9.6709 through the
approval or denial of development permits in accordance with those Code sections as they are
currently written or later amended. That Order further authorized the Public Works Executive
Director to sub-delegate the authority granted by that Order.
D.I find it would be more efficient and in the public interest to sub-delegate to the
City Engineer the authority granted to me in Administrative Order No. 21-24-04.
NOW, THEREFORE,
The Director of the Public Works Department orders and directs that:
1.The City Engineer is authorized to act, as my designee, as the City's Floodplain
Administrator and to administer, implement and enforce the City's floodplain management
regulations in Eugene Code Sections 9.6706 -9.6709 through the approval or denial of
development permits in accordance with those Code sections as they are currently written or later
amended.
2.The City Engineer may sub-delegate the authority granted by this Order.
