Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Mike Clark, Greg Evans,
Lyndsie Leech, and Randy Groves
Councilors Absent: Jennifer Yeh
Mayor Vinis opened the June 10, 2024, meeting of the Eugene City Council in a virtual
format.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
In honor of Flag Day on June 14, Wayne Morris, Battalion Chief of Eugene Springfield
Fire led the Pledge of Allegiance.
2. CEREMONIAL MATTERS
Mayor Vinis read proclamations for LGBTQ+ Pride Month, National Gun Violence
Awareness Day, and Juneteenth.
3. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Groves -asked how the City's library funding compares to other similarly
sized municipalities; stated the value of the library.
4. Priority Goal Action: Approval of Resources for Housing Affordable To Low-and
Moderate-Income People
City Manager, Sarah Medary, introduced the topic and provided background
information.
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
approve the use of $528,272 of Affordable Housing Trust Funds for Rosa
Village by SquareOne Villages, $428,273 of Affordable Housing Trust Funds
for The Lucy by Cornerstone Community Housing, and $100,000 of
Affordable Housing Trust Funds for Williams Place by St. Vincent DePaul of
Lane County.
Council Discussion:
• Councilor Zelenka -asked about the process the Affordable Housing Trust Fund
(AHTF) went through to select these projects; asked for the scores for the four
projects submitted; noted the scores were close; asked how the AHTF made their
recommendations; noted the City had not raised the Construction Excise Tax to
the full one percent possible, limiting the amount of funds available for
affordable housing projects; stated no affordable housing projects are built

without subsidies provided by the City; spoke in favor of raising the construction
excise tax to meet our affordable housing goals.
• Councilor Semple -noted her attendance at the tours of these housing projects;
stated she was impressed with the quality and thoughtfulness of the projects.

MOTION: Councilor Keating, seconded by Councilor Groves, moved to
approve the items on Consent Calendar 1. VOTE: 7:0 PASSED
6. Action: Initiation of Land Use Code Amendment for 2024 Land Use Code
Maintenance Package
City Manager, Sarah Medary, introduced the topic and provided background
information.
MOTION: Councilor Keating, seconded by Councilor Groves moved to initiate
Land Use Code amendments for the 2024 Code Maintenance process. VOTE:
7:0 PASSED
7. Action: Appointments to Boards, Commissions, and Committees
BUDGET COMMITTEE
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
reappoint Jesse Maldonado to the Budget Committee for a four-year term
beginning July 1, 2024 and ending on June 30, 2028. VOTE: 7:0 PASSED
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
appoint Wendy Simmons to the Budget Committee for a four-year term
beginning July 1, 2024 and ending on June 30, 2028. VOTE: 7:0 PASSED
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
appoint Morgan Mann to the Budget Committee for a four-year term
beginning July 1, 2024 and ending on June 30, 2028. VOTE: 7:0 PASSED
CIVILIAN REVIEW BOARD
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
reappoint Clay Neal to the Civilian Review Board for a three-year term
beginning July 1, 2024 and ending on June 30, 2027. VOTE: 7:0 PASSED

appoint Britni D'Eliso to the Civilian Review Board for a three-year term
beginning July 1, 2024 and ending on June 30, 2027. VOTE: 7:0 PASSED
HUMAN RIGHTS COMMISSION
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
appoint Martha Baldwin to the Human Rights Commission for a three-
year term beginning July 1, 2024 and ending on June 30, 2027. VOTE: 7:0
PASSED
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
appoint John Bradley to the Human Rights Commission for a three-year
term beginning July 1, 2024 and ending on June 30, 2027. VOTE: 7:0

appoint Alaire Fajardo to the Human Rights Commission for a three-year

appoint John Fischer to the Sustainability Commission for a partial term

MOTION: Councilor Keating, seconded by Councilor Groves, moved to
reappoint Daniel Sharp to the Toxics Board for a three-year Industry
Representative term beginning July 1, 2024 and ending on June 30, 2027.
VOTE: 7:0 PASSED
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
appoint Anthony Baronti to the Toxics Board for a three-year Industry
Representative term beginning July 1, 2024 and ending on June 30, 2027.

reappoint Daniel Isaacson to the Planning Commission for a four-year

reappoint David Edrington to the Historic Review Board for a four-year
term beginning July 1, 2024 and ending June 30, 2028. VOTE: 7:0

appoint Hailey Pratt to the Historic Review Board for a four-year term
