Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Lyndsie Leech, and Randy Groves
Councilors Absent: Greg Evans
Council President Keating opened the June 24, 2024, meeting of the Eugene City Council in
hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North
Building.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
In honor of Independence Day on July 4, members of the Youth Advisory Council, Lily
Yao and Austin Fore, led the Pledge of Allegiance to the Flag and recited the Bill of
Rights.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• City Manager Medary-stated appreciation for the staff who worked to prepare the
new City Council Chambers; noted the wood ceiling is made of reclaimed red cedar
from the original City Hall built in 1964; noted the space has hearing loop
technology.

MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to
approve the items on Consent Calendar 1. VOTE: 7:0 PASSED
4. Public Hearing and Action: Resolution Adopting a Supplemental Budget; Making
Appropriations for the City of Eugene for the Biennium Beginning July 1, 2023
and Ending June 30, 2025
Councilor Keating opened the Public Hearing.

Councilor Keating closed the Public Hearing.
MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to adopt
a resolution adopting a Supplemental Budget; making appropriations for the
City of Eugene for the biennium beginning July 1, 2023 and ending June 30,
2025. VOTE: 7:0 PASSED
5. Public Hearing and Action: A Resolution Electing to Receive State Revenue
Sharing Funds Pursuant to Section 221. 770 of Oregon Revised Statutes; A
Resolution Certifying that the City of Eugene Provides the Municipal Services
Required by Oregon Revised Statutes Section 221.760 in Order to Receive State
Shared Revenues; A Resolution Determining, Levying and Categorizing the
Annual Ad Valorem Property Tax Levy for the City of Eugene for the Fiscal Year
Beginning July 1, 2024 and Ending June 30, 2025.
Councilor Keating opened the Public Hearing.

MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to
approve a Resolution electing to receive State Revenue Sharing funds
pursuantto Section 221.770 of Oregon Revised Statutes. VOTE: 7:0 PASSED
MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to
approve a Resolution certifying that the City of Eugene provides the
municipal services required by Oregon Revised Statues Section 221.760.
VOTE: 7:0 PASSED
MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to
approve a Resolution determining, levying and categorizing the annual ad
valorem property tax levy for the City of Eugene for the fiscal year beginning
July 1, 2024 and ending June 30, 2025. VOTE: 7:0 PASSED

approve a resolution, adopting a supplemental budget; making
appropriations for the Urban Renewal Agency of the City of Eugene for the
biennium beginning July 1, 2023 and ending June 30, 2025. VOTE: 7:0
PASSED
7. Public Hearing and Action: A Resolution of the Urban Renewal Agency of the City
of Eugene Declaring the Amount of Tax to be Certified for the Fiscal Year
Beginning July 1, 2024 and Ending June 30, 2025, and Permanently Increasing the
Total Assessed Value of Property Within the Riverfront Urban Renewal Plan Area
Pursuant to ORS 457.455

Councilor Keating opened the Public Hearing.

Councilor Keating closed the Public Hearing.
MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to
approve a Resolution of the Urban Renewal Agency of the City of Eugene
Declaring the Amount of Tax to be Certified for the Fiscal Year Beginning July
1, 2024 and ending June 30, 2025, and Permanently Increasing the Total
Assessed Value of Property within the Riverfront Urban Renewal Plan Area
Pursuant to ORS 457.455. VOTE: 7:0 PASSED
Councilor Keating closed the meeting of the Eugene Urban Renewal Agency and
convened a meeting of the Eugene City Council.
8. Action: An Ordinance Concerning Charges for Stormwater And Parks Service And
Amending Section 6.406 Of The Eugene Code, 1971.

MAIN MOTION: Councilor Groves, seconded by Councilor Zelenka, moved to
adopt an Ordinance amending Section 6.406 of the Eugene Code, 1971 as set
forth in Attachment A to this AIS.
Council Discussion:
■ Councilor Clark -stated he will vote against the ordinance; noted concerns about
the fee being increased in the future; stated interest in adding a five-year sunset
to the ordinance; noted opposition from community members and organizations
to the fee; stated a desire for the City to increase revenue by increasing its tax
base.
MOTION TO AMEND: Councilor Clark, seconded by Councilor Semple,
moved to amend the ordinance to add a five-year sunset.
Council Discussion:
■ Councilor Keating -asked if the sunset has an end date.
■ Councilor Zelenka -asked if the ordinance's revenue source can be eliminated or
substituted in the future.
• Councilor Groves -noted while he is concerned about the precedent the
ordinance will set, he will be supporting it.
VOTE ON MOTION TO AMEND: 1:6 FAILED (opposed by Councilors Semple,
Keating, Zelenka, Yeh, Leech, and Groves)
VOTE ON MAIN MOTION: 5:2 PASSED (opposed by Councilors Semple and
Clark)

2. David Igl -spoke about the legacy of Fredrick Dunn.
3. Danny Huffsmith -asked the City to adopt an ethical investment policy.
4. Lorna Baldwin -spoke in favor of improvements to sidewalk safety.
5. Gerry Meenaghan -spoke in favor of improvements to sidewalk safety.
6. Jacob Trewe -asked the City to adopt an ethical investment policy.
7. Buck -spoke in favor of renewable energy.
8. Milla Vogelezang-Liu -spoke in favor of climate friendly policies.
9. Lori Harmon -asked the City to adopt an ethical investment policy.
10. Katharine Hunt (Raging Grannies) -spoke in favor of protecting the library budget.
11. Linda Kelley -spoke in favor of electrification.
12. Sophia Morell-Dornberg -asked the City to adopt an ethical investment policy.
13. Rye Butler-Corbett -spoke in favor of climate friendly policies.
14. John Monroe -spoke against the conflict in Gaza.

Councilor Leech -noted Council had received a memo in May about the City's
divestment and investment policies; asked for additional information about
other Oregon jurisdictions work around sustainable investing; asked for a public
update on the City's investment policy.
Councilor Semple -thanked the public for participating in the meeting; noted
interest in restoring library funding when funds become available; noted
genocide and investment practices affect us all; noted Council has not forgotten
about its electrification policy goals; stated her support for increased sidewalk
safety; stated support for decreasing light pollution.
Councilor Keating -asked for a work session on sidewalk safety and vegetation
overgrowth; noted appreciation for those who spoke in support of the library;
thanked first responders and other city staff for their work.
Councilor Semple -noted her appreciation for the testimony of the Raging
Grannies.
Councilor Keating adjourned the meeting at 9:13 p.m.
