Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark,
Greg Evans, Lyndsie Leech, and Randy Groves.
Mayor Vinis opened the July 15, 2024, public hearing of the Eugene City Council in hybrid
in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building.
1. PUBLIC HEARING: An Ordinance Concerning the Central Commercial Sign Code
Standards and the Downtown Riverfront Special Area Zone, Amending Section
9.6670(3) of the Eugene Code, 1971.
Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
Mayor Vinis provided time for Council members to disclose any bias, conflicts of
interest, ex parte communications or abstentions pursuant to Eugene Code 9.7065(5).
Will Dowdy provided an applicant statement.
There were no speakers for the public hearing.
Council Discussion:
• Councilor Keating -asked if code allows for one illuminated outdoor sign and if
the revision would allow a building to have one per side for a total of four; asked
if there was a conversation for sign permit fees to be a revenue generator.
MOTION: Councilor Keating, seconded by Councilor Groves, moved to leave the
record open for this application and continue to accept written testimony until 5
p.m. on August 23, 2024.
VOTE: 8:0 PASSED
Mayor Vinis closed the public hearing.
Mayor Vinis adjourned the meeting at 5:39 p.m.
