Mayor Vinis opened the July 22, 2024, meeting of the Eugene City Council in hybrid in-
person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building.
1. CEREMONIAL MATTERS
Mayor Vinis read a proclamation for Eugene/Springfield LGBTQ Pride Day.
2. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Semple -noted the upcoming annual Slugfest event on August 9, 2024.
• Mayor Vinis -noted she had recently read a proclamation for the 75 th anniversary of
St. Mark CME Church, a local center of the black community.

MOTION: Councilor Keating, seconded by Councilor Groves, moved to

MOTION: Councilor Keating, seconded by Councilor Groves, moved to

5. PUBLIC COMMENT
1. Misty Bowman -spoke in favor of reducing light pollution.
2. Heather Allen -spoke about the importance of safety at the Pride in the Park event.
3. Zora Parker -spoke about the importance of the Pride in the Park event.
4. Kendra Rivera -spoke about the importance of the Pride in the Park event.
5. Lucy Moore -spoke about the need for safer sidewalks.
6. Megan Tucker -spoke about the importance of the Pride in the Park event.
7. Julia Ozab -spoke about the importance of the Pride in the Park event.
8. Whitney Danielson -spoke about the importance of the Pride in the Park event.
9. Brooks McLain -spoke about the importance of the Pride in the Park event event.
10. Cameron Leyda -spoke about the importance of the Pride in the Park event.
11. Robert Jackson -spoke about the importance of sustainable environmentalism and
the dangers of electric batteries.
12. Stefan (Ace Dog) Strek -spoke in favor of maintaining the urban canopy.
13. Andrew Simrin -spoke in favor of reducing light pollution.
14. Jan Jamieson -spoke about the importance of the Pride in the Park event.
15. Liz La Venture -spoke about the importance of the Pride in the Park event.
16. Brittany Chapman -spoke about the importance of the Pride in the Park event.
17. Robert Knodel -spoke about the importance of the Pride in the Park event.
18. Kae Anthony-spoke about the importance of the Pride in the Park event.
19. Charlie Loeb -spoke about the need for safer sidewalks.
20. Helen Shepard -spoke about the importance of the Pride in the Park event.
21. Michelle Cochran -spoke about the importance of the Pride in the Park event.
22. Rev Brenda wills -spoke about the importance of the Pride in the Park event.

24. Scott Fife -spoke against multi-unit property tax exemptions.
25. Bella Jones -spoke about the importance of the Pride in the Park event.
Council Discussion:
• Councilor Semple -asked staff how the City has worked with Pride in the Park
event organizers; noted both events being held in the park have value; noted City
staff and event organizers are continuing to work together; thanked those who
participated in the public comment period.

• Councilor Keating -noted he has participated in many Pride events; noted traffic
safety concerns from last year's event; asked about the proposed administrative
order to open up street parking in the riverfront; asked about the plan for crowd
management; asked if Lane Transit District can offer free fare to the event in the
future; noted there is an opportunity to have a pride-friendly event at the
Cuthbert Amphitheater that coincides with the Pride in the Park event.
• Mayor Vinis -asked about the availability of accessible parking spots at the
Pride in the Park event; stated concern that the community feels disregarded;
noted appreciation with the community for bringing their concerns forward;
stated her hope that continued conversations will result in a safe and inclusive
event.
Mayor Vinis adjourned the meeting at 9:01 p.m.
