Staff will provide an update on the status of discussions. BACKGROUND Council Action History Initial council discussions about hospital expansion and siting in conjunction with PeaceHealth took place in 2001. At a City Council work session on September 18, 2002, the City Council directed staff to prepare a draft list of potential sites and inducements for hospital development. A continuation of the study session on Eugene hospital sites was scheduled for November 13, 2002. These work sessions were in response to the intent to induce a hospital to Eugene. In early 2003, the council initiated a zone change to accommodate hospital uses in a wider range of zone districts and subsequently adopted the draft ordinance. A council work session was held on January 21, 2004, to update the council on the status of attracting a hospital to Eugene. Policy Issues Hospital development on the Eugene Water and Electric Board (EWEB) property has been identified as a City Council goal for 2004. McKenzie-Willamette Medical Center identified the need for three access points as being critical for siting a hospital on the EWEB site. Is the council willing to provide access to the site via Agate (through the Riverfront Research Park) and Patterson through a railroad underpass? As part of a negotiated Memorandum of Understanding (MOU), McKenzie-Willamette Medical Center will provide an improvement of $85 million with a substantial Willamette River setback. Council Goal Action Priority The Council Goal Action Priority related to this item is "Facilitate the development of a hospital in Eugene's central core." Financial and/or Resource Considerations Not applicable for this update. However, it is expected that some level of City inducement (most likely tax increment financing) would be necessary for this project. L:\CMO\2004 Council Agendas\M040616\S040616B.doc Other Background Information Staff has been meeting with representatives of EWEB and McKenzie-Willamette Medical Center on a continuing basis. Most recently, the executive directors from Planning and Development, Public Works, and Fire, along with the City Manager and Assistant City Manager, met with McKenzie-Willamette and Triad representatives on June 2, 2004. Timing Access improvements would be phased in a manner so as to coincide with the completion of the hospital. OPTIONS The council may approve or not approve the suggested motion. STAFF RECOMMENDATION Staff recommends that the council approve the suggested motion. S[IGGESTED MOTION Move to authorize the City Manager to inform McKenzie-Willamette Medical Center that the City is willing to undertake construction of the two transportation projects outlined in the Agenda Item Summary if Triad constructs at the EWEB site a hospital with a value of not less than $85 million.
