Mayor Vinis opened the November 18, 2024, public hearing of the Eugene City Council in
hybrid in-person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North
Building.
1. PUBLIC HEARING: An Ordinance Extending the Term of Ordinance No~ 19775 and
Ordinance No. 20397 Granting to Comcast of Oregon, II, Inc. a
Franchise for Operation of a Cable Telecommunications
System.
Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
There were no speakers for the public hearing.
Mayor Vinis closed the public hearing.
2. PUBLIC HEARING: An Ordinance Concerning Middle Housing; Making A Text
Amendment To The Eugene-Springfield Metropolitan Area
General Plan; Replacing Variations Of The Terms "One Family"

City Manager, Sarah Medary, introduced the topic and provided background
information.
1. Kaarin Knudson spoke in favor of the proposed ordinance.
2. Kathy Ging spoke against the proposed ordinance.
3. Tiffany Edwards spoke in favor of the proposed ordinance.
4. Eliza Kashinsky spoke in favor of the proposed ordinance.

Council Discussion:
• Councilor Groves -asked for information on what the criterion is for determining
sufficient infrastructure.
3. PUBLIC HEARING: An Ordinance Establishing a Fire Service Fee and Adding New
Sections 6.760, 6.765, 6.770, 6.775, 6.780, 6.785, and 6.790 to
the Eugene Code, 1971.
Mayor Vinis opened the public hearing.
City Manager, Sarah Medary, introduced the topic and provided background
information.
1. Danny Patch spoke against the proposed ordinance.
2. David Van Der Haegen spoke against the proposed ordinance.
3. Kathryn Dunn spoke against the proposed ordinance.
4. Kris Siewert spoke against the proposed ordinance.
5. Lloyd Madden spoke in favor of the proposed ordinance.
6. John Barofsky spoke in favor of the proposed ordinance.
7. Kim Arscott spoke against the proposed ordinance.
8. Marchello Folino spoke against the proposed ordinance.
9. Tiffany Edwards spoke against the proposed ordinance.

Mayor Vinis closed the public hearing.
Council Discussion:
• Councilor Groves -noted the fire department is a foundational service; noted the
growth in property taxes is not keeping pace with the cost of delivering services;
noted concern with the proposed method of funding and wants community
involvement on this topic; noted staffing for the fire department has not changed
since the 1980s; noted the fee feels rushed; noted interest in what the potential cuts
will look like.
• Mayor Vinis -noted the City's website has a helpful facts, answers, and questions
(FAQ) section on the proposed fee.
Mayor Vinis adjourned the meeting at 6:17 p.m.
