Councilors Present: Emily Semple, Matt Keating, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg
Evans, Lyndsie Leech, and Randy Groves
Mayor Vinis opened the October 28, 2024, meeting of the Eugene City Council in hybrid in-
person and virtual format at 500 E. 4th Avenue, Eugene, OR 97401, North Building.
1. PLEDGE OF ALLEGIANCE TO THE FLAG
In honor of Veterans Day on November 11, Municipal Court Clerk, Julie Noel, led the
Pledge of Allegiance.
2. CEREMONIAL MATTERS
Mayor Vinis read a proclamation for Transgender Day of Remembrance.
3. COMMITTEE REPORTS AND ITEMS OF INTEREST
• Councilor Semple -noted the use of paint to indicate sidewalk tripping hazards is
not allowed, contrary to her instructions at the previous Council meeting;
encouraged the community to report damaged sidewalks through the City website;
encouraged the community to keep sidewalks clear of leaves, ice, and snow;
encouraged the community to sign up with adoptoneblock.org and clean up local
litter.
• Councilor Keating -encouraged the community to vote; noted his mother is
suffering from terminal cancer; expressed gratitude for the work of nurses and
healthcare workers; thanked those who have sent kind words and well wishes.

B. Approval of City Council Tentative Agenda
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
approve the items on Consent Calendar 1. VOTE: 8:0 PASSED
5. CONSENT CALENDAR 2
A. Approval of a Resolution Annexing a Portion of the Right-of-Way of Gilham
Road to the City of Eugene (Area Identified as a Portion of the Gilham Road
Right-of-Way Between Don Juan Avenue and Ayres Road (Assessor's Map No.
17-04-08)) (City File: Gilham Rd; A 24-13)

B. Approval of a Resolution Annexing Land to the City of Eugene (Assessor's Map
17-04-11-24, Tax Lots 00800 and 00900 Located at 320 Ferndale Drive) (City
File: Ferndale Drive; A 24-12)
C. Initiation of Land Use Code Amendments for Floodplain Development
Standards for Endangered Species Act Integration into the NFIP
MOTION: Councilor Keating, seconded by Councilor Groves, moved to
approve the items on Consent Calendar 2. VOTE: 8:0 PASSED
6. Action: An Ordinance Concerning Public Passenger Vehicle Services and
Amending Section 3.345(7) of the Eugene Code, 1971.
City Manager, Sarah Medary, introduced the topic and provided background
information.
Council Discussion:
• Councilor Keating -asked about the process to impose a fee on services
provided by driverless vehicles.
MOTION: Councilor Keating, seconded by Councilor Groves moved to adopt
an Ordinance Concerning Public Passenger Vehicle Services and Amending
Section 3.345(7) of the Eugene Code, 1971 as set forth in Attachment A to
this AIS. VOTE: 7:1 PASSED (opposed by Councilor Clark)
7. PUBLIC COMMENT
1. Lin Woodrich -spoke about the dangers of the proposed USO Clean Fuels facility
and in favor of implementing public health development standards.
2. Mick Hornbeck-spoke about the dangers of the proposed USO Clean Fuels facility.
3. Anita Hollingsworth -spoke against the proposed USO Clean Fuels facility.
4. Brad Perkins -spoke about redeveloping the Mill Race area.
5. William Hidalgo -spoke about the dangers of the proposed USO Clean Fuels facility.
6. Zach Waddell -spoke about the dangers of the proposed USO Clean Fuels facility.
7. Michele Messere Legg -spoke against the proposed USO Clean Fuels facility.
8. Beverly Lewis -spoke about the dangers of the proposed USO Clean Fuels facility.
9. Erin Frank-spoke about the dangers of the proposed USO Clean Fuels facility.
10. Dharmika Henshel -spoke against the proposed USO Clean Fuels facility.
11. Susan Chamberlain -spoke against the proposed USO Clean Fuels facility.
12. Rachel Rainwater -spoke against the proposed USO Clean Fuels facility.
13. Robin Bloomgarden -spoke in favor of public health development standards.
Council Discussion:
• Mayor Vinis -thanked those who came to share their concerns about the
proposed USO Clean Fuels facility; noted the Council is unanimously concerned;
encouraged them to watch the October 28 th work session on the topic; noted
public health overlay standards are a priority of Council and will likely be
revisited in early 2025.
• Councilor Leech -thanked those who came to share their concerns about the
proposed USO Clean Fuels facility.

• Councilor Clark -thanked those who came to share their concerns about the
proposed USD Clean Fuels facility; encouraged them to watch the October 28 th
work session on the topic; noted the City does not have the authority to regulate
the railroad property because it is not within the city limits.
• Councilor Semple -thanked those who came to speak at public comment.
• Councilor Groves -thanked those who came to speak at public comment;
encouraged them to watch the October 28 th work session; noted the proposed
project is not a fixed facility; noted as former fire chief and a former member of
the Oregon State Region 2 Hazardous Materials Team, he is familiar with the
railyard; stated he is taking the situation seriously; noted he was one of the two
councilors who helped move forward the proposed health overlay zone.
Mayor Vinis adjourned the meeting at 8:23 p.m.
