ADMINISTRATIVE ORDER NO. 53-25-01
of the
Planning & Development Department Executive Director
City of Eugene, Oregon
APPOINTING ANDREW BEATTIE AS THE CITY’S BUILDING
OFFICIAL AND REPEALING ADMINISTRATIVE ORDER NO. 53-15-06.
The Executive Director of the Planning & Development Department finds that:
A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002,
the City Manager is designated as the administrative head of the City, specifically authorized to
appoint and remove all employees (except as otherwise provided in the Charter), organize, and,
as deemed necessary, disband and reorganize various City departments, and to enforce all
ordinances of the City.
B. On May 15, 2015, Administrative Order No. 53-15-06 was issued appointing
Mark Whitmill as the City’s Building Official.
C. On August 7, 2024, the City Manager issued Administrative Order No. 21-24-03,
reaffirming my appointment as Executive Director of the Planning and Development
Department.
D. Mark Whitmill has notified me that he intends to transition out of the Building
Official position; therefore, I find that it is in the public interest to name Andrew Beattie as the
City’s Building Official.
E. On October 6, 2024, Andrew Beattie began his employment as the Building
Official for the City of Eugene. This order hereby confirms my appointment of Andrew Beattie
to the position of Building Official as of that date.
NOW, THEREFORE,
The Executive Director of the Planning & Development Department orders and
directs that:
1. Effective October 6, 2024, Andrew Beattie is appointed as the City’s Building
Official.

2. Administrative Order No. 53-15-06 is repealed effective October 6, 2024.
