Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Chris
Pryor, Claire Syrett, Greg Evans
1. ELECTION OF CITY COUNCIL OFFICERS FOR 2014
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to elect Chris
Pryor as President of the City Council for 2014. PASSED 8:0
MOTION and VOTE: Councilor Poling, seconded by Councilor Pryor, moved to elect Claire
Syrett as Vice President of the City Council for 2014. PASSED 8:0.
2. PUBLIC FORUM
1. Shawn Boles, spoke about climate change opportunities and fossil fuel divestment.
2. Mel Bankoff, spoke about climate change and supported fossil fuel divestment.
3. Bob Doppelt, spoke about climate change and supported fossil fuel divestment.
4. Joshua Frankel, supported the fossil fuels divestment initiative noting that kids are the future.
5. Jim Watson, supported saving Civic Stadium and reducing the $ 5.5 million down payment.
6. Joshua Skov, noted corporate support for fossil fuel divestment.
7. Jerry Smith, urged council to save the environment and support fossil fuel divestment.
8. Janet "Taxpayer," reported on illegal street camping and urged better communication by City.
9. Sue Sierralupe, thanked the council for supporting and recognizing Occupy Medical.
10. Jeff Kessner, supported saving and preserving Civic Stadium.
11. Aurora Richardson, thanked the Mayor and Council for allowing Whoville to remain.
12. Jacob Abbatello, reported that conditions are improving in the Whovilee camp.
13. Nani Baldree, thanked the council for allowing Whoville to remain in place.
14. Damond Morris, said that the $5.5 million requirement for Civic Stadium is too high.
S. Mark Robinowitz, supported divestment from fossil fuels, but said much more is needed.
16. Ken Laney, reported that Whoville is working and improving.
17. Dennis Hebert, supported the revitalization of Civic Stadium, noting it's potential.
18. Eugene Drix, encouraged all Eugeneans work together and accomplish great things.
19. David Ivan Piccioni, said that vehicle fumes are a problem for everyone.
20. Michael Gannon, recounted his experiences on Christmas Day in Eugene.
21. David Nelkin, supported the four -lane configuration on Willamette Street.
3. CONSENT CALENDAR
MOTION and VOTE: Councilor Pryor seconded by Councilor Syrett, moved to approve the
items on the Consent Calendar. PASSED 8:0.
Mayor Piercy closed the City Council meeting and opened a meeting of the Urban Renewal District.

4. ACTION: Adoption of Resolution 1070 Acknowledging Receipt of the Annual Financial
Report of the Urban Renewal Agency of the City of Eugene for the Fiscal Year Ended June
30,2013
MOTION and VOTE. Councilor Pryor seconded by Councilor Syrett, moved to adopt
Resolution No. 1070 acknowledging receipt of the Annual Financial Report of the Urban
Renewal Agency of the City of Eugene for the Fiscal Year Ended June 30, 2013. PASSED
800.
Mayor Piercy adjourned the meeting of the Urban Renewal District and reconvened the meeting of
the Eugene City Council.
5. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Concerning State Traffic Laws;
Amending Section 5.005 of the Eugene Code, 1971; and Providing an Effective Date
Mayor Piercy opened the public hearing on this item. No one spoke; Mayor Piercy closed
the public hearing.
MOTION and VOTE: Councilor Pryor seconded by Councilor Syrett, moved to adopt
Council Bill 5106, an ordinance concerning State Traffic Laws. PASSED 8:0.
6. ACTION: An Ordinance Concerning Stormwater Management and Amending Sections
9.0500, 9.4780, 9.6790, 9.6791, 9.6792, 9.6796, 9.6797, 9.8030, 9.8055, 908090, 908100,
9.8215, 9.8220, 9.8320, 9.8325, 9.8440, 9.8445, 9.8515, and 9.8520 of the Eugene Code,
1971; and Providing an Effective Date
MOTION and VOTE: Councilor Pryor seconded by Councilor Syrett, moved to adopt
Council Bill 5105, an ordinance concerning stormwater management. PASSED 7:1,
Councilor Clark opposed.
7. ACTION: Ordinance Vacating the Portion of West 4th Alley Located between 4th and 5th
Avenues and Lincoln and Charnelton Streets (VIVI 13-1)
MOTION and VOTE: Councilor Pryor seconded by Councilor Syrett, moved to adopt
Council Bi115104, an ordinance vacating the portion of West 4th Alley located between 4th
and 5th Avenues and Lincoln and Charnelton Streets. PASSED 5:3, Councilors Taylor,
Brown and Zelenka opposed.
8. WORK SESSION: Fossil Fuel Divestment Initiative
Senior Financial Analyst Twyla Miller presented an overview of the efforts and practices
already underway that help the City reduce its carbon footprint and recapped where its
pooled investment money is being directed
MOTION: Councilor Zelenka, seconded by Councilor Taylor, moved to adopt a
fossil fuel divestment policy and encourage the PERS Board and Deferred
Compensation Committee to divest their portfolios of fossil fuel investments over
time and urge the Oregon Treasurer to do the same and lobby the Legislature to
specifically allow divestment in fossil fuel investments by State financial
institutions.

MODIFIED MAIN MOTION (with friendly amendments): I move to bring to
council for approval a fossil fuel divestment policy and encourage the PERS
Board and Deferred Compensation Committee to divest their portfolios of fossil
fuel investments over time and to urge the Oregon Treasurer to do the same and
lobby the Legislature to specifically allow divestment in fossil fuel investments
by State financial institutions" PASSED 8:0.
