Mayor Piercy opened the Apri121, 2014, City Council public hearing.
1. PUBLIC HEARING: An Ordinance Concerning Employment and Industrial Zones; Amending
Sections 2.1086, 3.005, 4.330, 6.755, 7.410, 9.0500, 9.1030, 9.1045, 9.1240, 9.2150, 9.2160,
9.2161, 9.2170, 9.21801 9.2400, 9.24101 9.24301 9.24501 9.24511 9.2460, 9.2461, 902470,
9.25301 9.26821 9.3050, 9.3305, 9.3400, 9.3900, 9.3910, 9.3915, 9.4290, 9.4640, 915750,
9.5800, 9.61051 9.6205, 9.6410, 9.6415, 9.6420, 9.6640, 9.6645, 9.666% 9.6665, 9,6675,
9.6680, 9.6703, 9.6709, 9.6725, 9.6730, 9.6745, 9.6770, 9.6794, 9.80101 9.8030, 908215,
9.8515, 9.8575, 9.8865 of the Eugene Code, 1971; Adding Sections 9.2405 and 9.2463 to

1. Brent McLean ,supported the prposed code revisions and thanked staff for their work
2. Dave Hauser, spoke on behalf of the Chamber of Commerce in support of the code change.
3. Ron Schmaedick, said the proposed zone change will encourage economic growth in Eugene.
4. William Randall, conveyed the unanimous support of the Planning Commission for this change.
5. Carol Schirmer, expressed support for the proposed code changes, noting their positive effects.
6. Kristin Taylor, conveyed Guard Publishing's support for the proposed code amendments.
7. Tenille Woodward, cited several reasons why the proposed zone changes are needed.
8. Clayton Walker, said zone changes will allow much more diversity in development plans.
9. Chief Swiftfoot Tribal Alliance, said zone changes will do nothing for the homeless.
2. PUBLIC HEARING: An Ordinance Vacating a Portion of Mill Alley, Located between East 8th
Avenue and East Broadway, and a Portion of East 8th Alley, Located between High Street
and Mill Alley (VRI 14=1)
Mayor Piercy and Councilor Clark disclosed that they had potential ex parte contacts regarding the
issue.
In support:
1. Kristin Taylor, spoke as a representative of the applicant in support of the ordinance.
2. David Davinny, requested council approval of the proposed alley vacation.
3. Sarah Bennett, said proposed zone change will benefit downtown business development.
4. Dave Hauser, said proposal offers unique opportunity to revitalize downtown.

In opposition:
5. Mark Robinowitz, said the proposal does meet the public interest criteria.
6. Gavin McComas, said proposed development will hurt small business.
7. Kyra Buckley, expressed concern about locating a Whole Foods store in Eugene.
MOTION AND VOTE: Councilor Taylor, seconded by Councilor Brown, moved to keep the
record open for two weeks. PASSED Sn3, councilors Evans, Pryor and Poling opposed.
The meeting adjourned at 8:20 p.m.
