Claire Syrett, Greg Evans
Mayor Piercy called the Apri123, 2014, City Council work session to order.
A. WORK SESSION: Re -designation of Striker Fields Park
Parks and Open Space Planning Manager Neil Bjorklund introduced the topic and provided
background information.
Council discussion
• The need for a community park continues to grow as more housing is built in the neighborhood.
• Folding the re -designation into the PROS Plan update is more resource -efficient and responsive
to broader community goals.
• It is important to recognize and take advantage of those willing to invest money and sweat
equity into park improvements and amenities.
• Residents want reassurance that land won't be developed in away that's incompatible with the
neighborhood's wishes.
MOTION: Councilor Pryor, seconded by Councilor Syrett, moved to direct staff to incorporate
re -designation of Striker Fields Park into the update of the PROS Comprehensive Plan,
beginning in 2015, and to include a public hearing before the City Council.
SUBSTITUTE MOTION and VOTE: Councilor Clark, seconded by Councilor Poling, moved to
substitute to direct staff to initiate a public process, including a public hearing before the
council to consider re -designation of Striker Fields Parkin 2014. FAILED 425, councilors Syrett,
Taylor, Brown and Zelenka opposed; Mayor Piercy broke tied in opposition.
MOTION TO SUBSTITUTE and VOTE: Council Syrett, seconded by Councilor Clark, moved to
direct staff to incorporate re -designation of Striker Fields Park into the update of the PROS
Comprehensive Plan, beginning in 2015, and to include a public hearing before the City Council
and to delay the implementation of the development of Striker Field as a community park with
sports field infrastructure until the completion of the PROS Comprehensive Plan update,
recognizing the neighborhood association has requested the park to be re -designated as a
neighborhood park. In addition, staff is encouraged to work with the neighborhood and others
wishing to provide temporary amenities to be maintained by park volunteers. PASSED 8:0
VOTE ON MAIN MOTION AS SUBSTITUTED: PASSED 8:0.

B. WORK SESSION: On -site Management for Multi -Unit Rental Housing
Community Programs Analyst Michael Wisth gave a brief PowerPoint introduction, outlining
current management strategies and possible next steps.
Council discussion
• There is interest in looking at geographic constraints and size limits when determining scope of
potential management program.
• The issue is not limited to student housing and student behavior; consider all facility
management aspects.
• A copy of the University of Oregon's updated student code of conduct was requested.
The work session adjourned at 1:29 p.m.
