Councilors Present: George Brown, Betty Taylor, Alan Zelenka (via phone), George Poling, Mike
Clark, Greg Evans, Chris Pryor
Councilors Absent: Claire Syrett
Mayor Piercy opened the June 11, 2014, City Council work session.
A. ACTION: Resolution Adopting a Supplemental Budget; Making Appropriations for the City
of Eugene for the Fiscal Year Beginning July 1, 2013 and Ending June 30, 2014.
MOTION and VOTE: Councilor Pryor, seconded by Councilor Taylor, -moved to adopt
Resolution 5105, adopting a Supplemental Budget; making appropriations for the City of
Eugene for the Fiscal Year beginning July 1, 2013 and ending June 30, 2014.
PASSED 6:1 Councilor Brown opposed.
B. WORK SESSION: Glass Recycling
Waste Prevention and Green Building Manager Ethan Nelson gave a PowerPoint presentation
and video on glass recycling, guiding policies and future direction.
Council discussion:
• Job creation potential would be supported by market rate.
• Eugene could be a regional recycling hub.
• Innovative way to do economic development.
• Need more economic research to inform further council discussion.
MOTION and VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to have the
City Manager bring back for Council approval the scope for a study to investigate the
economic feasibility and job -creating potential of resources recovery and recycling new
businesses in Eugene, including glass and plastic and other waste stream materials that
have the potential to be supported by market prices. Include in the scope potential
incentives and other actions the City could provide or take to entice such businesses to
locate in Eugene. PASSED 7:0

• Resolution of City/Emerald Aquatics contract.
• City recognized as America's Most Bee Friendly City.
• Eugene recognized nationally as bike4riendly community.
• Request to be a Maker Mayor by Manufacturing Alliance Communities.
• Hard work of staff and volunteers at NUSA conference recognized.
• Eugene peace movement promoted at First Friday event and Tibet night.
• We Are Bethel celebration was very well -attended.
• Madison Meadows had a nice, well -attended event.
• Update on Sick Leave Task Force meetings.
• Governor signed Declaration of Cooperation related to RAIN initiative.
• Update on LaneACT projects and activities.
• Eric Jones was on the cover of the National Public Works Magazine
• City contributing to Mayor's Challenge to End Homelessness.
• Thoughts and prayers conveyed to family of North Eugene High School student who
died in skateboarding accident
