Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg
Evans, Claire Syrett, Chris Pryor
Mayor Piercy opened the July 16, 2014, City Council work session.
MOTION: Councilor Brown, seconded by Councilor Syrett, moved to extend until January
13, 2015, at 5:00 p.m., the time for submission of proposed business plans for the
operation, maintenance, and repair of Civic Stadium, and for interested parties to raise the
$3 million that would be used for rehabilitating Civic Stadium.
Council discussion:
• Proposal will better align the City and 4J timelines.
• New timeline will provide fundraisers the full amount of time to raise money.
• At least 90 days to review business plan is needed.
• Submitted business plans should be backed by secured funding.
AMENDED MOTION AND VOTE: Councilor Clark, seconded by Councilor Poling, moved to
amend the date to December 1, 2014. PASSED 5A, councilors Taylor, Zelenka, Poling, and
Brown opposed. Mayor broke the tie in favor.
VOTE ON MAIN MOTION AS AMENDED: PASSED: 7-1, Councilor Poling opposed.
A. WORK SESSION: Fossil Fuel Divestment Initiative
Senior Financial Analyst Twylla Miller gave a PowerPoint presentation on fossil fuel divestment,
current practices, potential policy decisions, and next steps.
Council discussion:
• Proposed five- year timeline for divestment is reasonable.
• While local policy will have little overall effect, City should lead by example.
• Divestment is a proven strategy to change entrenched policies and practices.
• Divestment will lead to higher fuel prices.
MOTION AND VOTE: Councilor Pryor, seconded by Councilor Syrett, moved to adopt
Resolution 5109 in support of fossil fuel divestment. PASSED 6:2, councilors Clark and
Poling opposed.
B. WORK SESSION: Report to City Council from Police Auditor
Civilian Review Board (CRB) Chair Steven McIntire and Vice Chair Bernadette Conover gave a
brief update of the 2014 Civilian Review Board work plan.

Council discussion:
• Support was expressed for identifying ways to diversify membership to ensure a
variety of perspectives are at the table. Suggestions included working closely with
Human Resources professionals, developing presentations for neighborhood
groups, and submitting op ed pieces or letters to the editor.
• CRB is a very important oversight body; its existence has led to growing confidence
in community.
Police Auditor Mark Gissiner gave a PowerPoint presentation on the 2013 Annual Report of the
Police Auditor's Office.
The meeting adjourned at 1:26 p.m.
