Greg Evans, Claire Syrett, Chris Pryor
Mayor Piercy called the October 20, 2014, City Council work session to order.
A. WORK SESSION: Eugene Water &Electric Board Riverfront Redevelopment Project Update
Community Development Manager Denny Braud and Senior Planner Nan Laurence gave a
PowerPoint presentation on the Riverfront Redevelopment Project, discussing what has been
accomplished, current status, opportunities and challenges, and key next steps.
Council discussion:
• Area is becoming known as the "River District."
• Daylighting of the Mill Race may enhance the development area.
• Proposed plan is a long time in the making; many good tools available to help facilitate
its completion.
• Important to provide opportunities to access the river.
• Good platform for public/private partnerships to transition historical buildings to
commercial use.
• Opportune time for City/County to think about what the community needs.

Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark via phone,
Greg Evans, Claire Syrett, Chris Pryor
Mayor Piercy opened the October 20, 2014, City Council meeting.
1. Public Comment on Potential Removal of Traffic Island at Crest Drive and
Lincoln Street
1. David Kolb -said most Crest Drive residents favor removal of the island.
2. David Sonnichsen -spoke in favor of a speed table if the island is removed.
3. Diane Thurlow -spoke in favor of removing the island as it is dangerous for drivers.
Council discussion:
• Street design is attractive but original staff recommendations might have resulted in
fewer problems.
2. PUBLIC HEARING: An Ordinance Concerning Establishment of a Tax on
Marijuana and Adding Sections 3.630 through 3.646 to the Eugene Code, 1971.
1. Marianne Cathryn Glenday -spoke in favor of a tax; concerned about the measure.
2. Chief Rodney Lee Swiftfoot -supported the tax; would include education.
3. Summer Manier -asked City to invest 20% in Lane Community College if tax passes.
4. Misha Seymour -spoke against the proposed tax.
5. Scott Compton -asked the City to invest 20% of the tax in Lane Community College.
6. David Raymond -said tax money will go to education, health care, and public safety.
Council discussion:-
• Proposed tax will create additional expenses for the City.
• OLCC will have oversight and has the infrastructure in place to enforce.
• Money from a state tax will go towards education.
• Proposed tax sets a bad precedent for targeting specific businesses.
• Legitimate and useful revenue will be generated at the State level.
MOTION AND VOTE: Councilor Poling, seconded by Councilor Evans, moved to pursue a
work session and to continue to work on the topic. FAILED 2:6, Councilors Poling and
Evans in support.
The meeting adjourned at 8:10 p.m.
