HomeMy WebLinkAbout150309.WSand MeetingMINUTES Eugene City Council Harris Hall, 125 East 81h Avenue Eugene, Oregon 97401 March 9, 2015 5:30 p.m. Councilors Present: George Brown, Alan Zelenka, George Poling, Mike Clark, Claire Syrett, Chris Pryor Councilors Absent: Betty Taylor, Greg Evans Mayor Piercy called the March 9, 2015, City Council work session to order. MOTION: Councilor Syrett, seconded by Councilor Zelenka, moved that the City Council adopt a resolution supporting the reopening of the Willamette Falls Locks. MOTION TO TABLE AND VOTE: Councilor Syrett, seconded by Councilor Pryor, moved to table the motion. PASSED 6:0 Council discussion: • General support expressed for the concept; however further viability study needed. A. WORK SESSION: Update on Railroad Quiet Zone Traffic Operations Manager Tom Larsen gave a PowerPoint presentation on factors considered for arriving at a recommendation on a railroad quiet zone. MOTION: Councilor Syrett, seconded by Councilor Poling, moved that council direct staff to pursue a Eugene railroad quiet zone approval with the Federal Railroad Administration using one-way streets and possible crossing closures as alternate supplemental safety measures as needed and direct staff to pursue sources of local funding (including friendly amendments). PASSED 6:0 Council discussion: • More information on all the crossings needed. • All areas of the city impacted by railroad crossings and noise should be addressed. • Train noise has an impact on economics as well as residential quality of life. • Need to involve fire, police, and emergency services in conversations. • Focus of conversation should be on livability issues. B. WORK SESSION: Central Lane Scenario Planning Update Planning Director Robin Hostick and Kristen Hull from CH2MHi11 Consultants gave a PowerPoint presentation on Central Lane Scenario Planning, goals, process, preferred scenario and next steps. Council discussion: • Copies of population growth forecast used for this analysis requested. • Transportation considerations critical to greenhouse gas reduction goals and efforts. PUBLIC FORUM 1. Joshua Skov -Support a less dangerous transportation system; examine vision zero. 2. Sue Wolling - Expansion of UGB won't make housing affordable; need multi -family housing. 3. Tom Mulhern - Thankful of support for Lane County Human Services Commission, 4. Doug Gubrud - Concerned with closing of crossings for railroad quiet zones. 5. Kristen Brandt - Being poor and without shelter shouldn't be a crime; OURS camp helps. 6. Jerry Parrish - Asked if being homeless is a crime in Eugene. 7. Laurie Swanson Gribskov - Thanked the City for helping with issues in neighborhood park. 8. Samantha Brauner - Concerned about issues in neighborhood parl. 9. Ken Kato - Asked City to analyze and address issues at Washburn Park. 10. Robin Bloomgarden - City needs to pass a resolution supporting a carbon tax. 11. John Dotson -Electors shouldn't determine streets and rights -of -way to be annexed. 12. Wayne Martin - Encouraged by local efforts to help the homeless. 13. Erik Burke - Urban trees have a great return on investment and are important for cities. 14. Megan Kemple - Supported a resolution on a carbon tax. S. Caitlin Feely - Supported legislation at State level that will bring solar energy to the State. 16. Jonathan Brandt - Supported moving forward with railroad quiet zone. 17. Zach Mullholland - Supported a resolution for a carbon tax. 18. David Caruso - Supported a railroad quiet zone in Eugene. Council discussion: • Creating strong partnerships will be critical to solving future problems. • Smoking will be prohibited in parks even after July 1 marijuana law takes effect. • Thanks to Friends of Trees for their efforts to replant trees along EmX route. • More information on basis for granting annexation applications requested. • It is not a crime to be homeless in Eugene. 2. PUBLIC HEARING and ACTION: FY 2016-2021 Capital Improvement Program 1. Diane Bolte-Silverman -Supported building a new public animal shelter. 2. Janice Howard -Supported building a new public animal shelter. 3. SueAnn Schoeler - Supported building a new public animal shelter. 4. Misha English - Supported building a new public animal shelter. 5. Gail Kiefer Coats - Chastised City for the way animals are currently treated. 6. Robyn Broadbent - Concerned about Greenhill Ist avenue animal shelter and its actions. 7. Rhonda Giandalia - Supported efforts to protect animals and improve shelter conditions. 8. Scott Bartlett - Supported building a new public animal shelter. MINUTES —Eugene City Council March 9, 2015 Page 3 Work Session and Meeting Council discussion: • Communitywide effort needed to raise funds for a new shelter. MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to adopt the FY 201&2021 Capital Improvement Program as recommended by the Budget Committee. PASSED 5-0 3. ACTION: An Ordinance Provng for Withdrawal of Annexed Properties from the Santa Clara Fire District, the Santa Clara Water District, Lane Rural Fire Protection District, the Willakenzie Rural Fire Protection District, and the Zumwalt Rural Fire Protection District MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to adopt Council Bill 5138, an ordinance providing for withdrawal of annexed properties from the Santa Clara Fire District, the Santa Clara Water District, Lane Rural Fire Protection District, the Willakenzie Rural Fire Protection District, and the Zumwalt Rural Fire Protection District. PASSED 5:0 4. COMMITTEE REPORTS: Police Commission, Lane Metro Partnership, Lane Workforce Partnership, Lane Transit/EmX, Oregon Metropolitan Planning Organization Consortium, McKenzie Watershed Council Council discussion: • Lane Workforce Partnership is being restructured. • Lane Transit/ EmX met to review West Eugene EmX progress and outreach. • Hate and Bias report showed higher criminal numbers than last year in some areas.
