Mayor Piercy opened the April 15, 2015, City Council work session.
A. WORK SESSION: Legislative Update
Intergovernmental Relations Manager Lisa Gardner gave an update on proposed bills in the
Legislature that the City is following.
Council discussion:
• Senate Bill 814 could undermine home rule and prevent local jurisdictions from pursuing
legislation supported by their communities.
• Full language of the bill would be useful in determining its impact.
• Current situation points to the oversight lost when the IGR program transitioned to a more
streamlined process. Council should consider returning to old process.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Zelenka, moved to direct staff to
oppose Senate Lim 814. PASSED 6:2, Councilors Poling and Clark opposed.
B. WORK SESSION and ACTION: Eugene -Springfield 2015 Consolidated Plan - A Five Year
Strategic Plan for Affordable Housing and Community Development
Grants Manager Stephanie Jennings showed a PowerPoint presentation reviewing the Consolidated
Plan, including purpose and development process, community needs and trends, proposed priority
needs and strategies, and next steps.
Council discussion:
• Support expressed for single -room occupancy model for emergency shelter and low-income
housing.
• Continued collaboration with Springfield and other governmental, housing and social service
agency partners is critical to success of the plan.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to approve the
attached Eugene -Springfield 2015 Consolidated Plan summary. PASSED 8:0
