Mayor Piercy opened the May 20, 2015, City Council work session.
A. WORK SESSION: City and Lane Regional Air Protection Agency Partnership
Assistant City Manager Sarah Medary gave an update on new safe demolition practices. LRAPA
Director Merlyn Hough showed a PowerPoint presentation outlining the history of LRAPA, its vision,
mission, and goals, and data generated from its monitoring work.
Council discussion:
• The safe demolition document is thorough and useful.
• Accountability issues remain.
• Main goal of agency is the protection of citizens' health.
B. WORK SESSION: Healthy Downtown and Public Smoking
Assistant City Manager Sarah Medary and Library, Recreation and Cultural Services Director Renee
Grube showed a PowerPoint presentation discussing the background of Lite healthy downtown and
public smoking project, what was learned, considerations and options, and next steps.
Council discussion:
• There is a signant difference between indoor and outdoor smoking; public health vs
behavioral issue.
• Need to find alternative way to enforce other than relying on police personnel.
• Smoking is still a legal activity; civil liberties issues are compelling.
• City should be a steward of public health and protect the public with ordinances.
• Other types of smoking, such as smokeless tobacco, should be considered.
• Need to find balance between protecting public health and accommodating those who
choose to smoke.
• Designated smoking areas downtown would be needed.
