Mayor Piercy opened the May 26, 2015, City Council meeting.
A. PLEDGE OF ALLEGIANCE TO THE FLAG
Mayor Piercy read an excerpt of a proclamation by President Obama and Luis Martinez Santiago, Andrea De León and Irvania López Toledo, representing the GANAS program at Kelly Middle School led the Pledge of Allegiance to the Flag in honor of Memorial Day on May 25.
B.
PUBLIC FORUM
1. Martin Champion – opposed a ban on smoking in parks and exclusion without due process. 2. Sue Sierralupé – said Occupy Medical is doing good work but needs sharps containers. 3. Alley Valkyrie – opposed a ban on smoking downtown; attempt to push poor people out. 4. Peter Grotticelli – opposed to ban on smoking; community gardens shouldn’t be individualized. 5. Terra Williams – opposed to ban on smoking; unfairly targets homeless community. 6. Lorene Hunt – said affordable housing complex is causing parking issues in neighborhood. 7. Art Bollman – opposed segregating classes downtown; trying to push homeless out. 8. Pam Wooddell – opposed to South Willamette rezoning; concerned with process and timeline. 9. Zachary Vishanoff – said efforts to densify neighborhoods have been secretive.
Council discussion:
• Complaints about the public safety system should be directed to the Police Auditor.
• More information on the South Willamette plan requested.
• Purpose of the proposed smoking ban is to protect the public’s health; not intended to target the homeless population.
• Suggestion to provide sharps containers in parks is a good one; would create a public health benefit.
C. CONSENT CALENDAR
Councilor Clark pulled Item B.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Taylor, moved to approve the items on the consent calendar with the exception of Item B. PASSED 6:0 Council discussion:
• More discussion on Envision Eugene and MUPTE needed.
• More discussion/clarification needed on workforce housing.
