Mayor Piercy opened the June 10, 2015, City Council work session.
A. WORK SESSION: Update on Permitted Overnight Sleeping Program
Human Rights and Neighborhood Involvement Manager Michael Kinnison showed a PowerPoint
presentation on the overnight sleeping program, discussing program elements, regulations,
operations, and council options.
Council discussion:
• Assessment tool and guide would be useful for future projects and related decisions.
• Support expressed for rest stops as a temporary way to get people off the street
• Support expressed for creating rest stop at the Eugene Mission.
• More information on camps including general statistics requested.
• Continued outreach about least impactful routes through neighborhoods needed.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Poling, moved to approve a rest
stop at the Eugene Mission located at 1542 West 15t Avenue in Eugene. PASSED 5:0
B. WORK SESSION: Legalized Marijuana Update
Human Resources Director Alana Holmes, Deputy City Attorney Kathryn Brotherton, and Eugene
Police Lieutenant Jennifer Bills discussed what Measure 91 means for the City, including potential
impacts on organization and community.
Council discussion:
• Opportunity for the City to proactively make information and education more accessible.
• Important to keep up with technology as it relates to the law's definitions.
• Differences between medical versus retail marijuana laws will be important to remember;
acknowledge potential safety issues with extractions process.
• Further consideration of a local tax needed.
• More information on what EPD has learned from other agencies in other states requested.
