A. EXECUTIVE SESSION: Eugene Urban Renewal Agency Pursuant to ORS 192.660 (2) (e) The Eugene an Renewal Agency met in executive session pursuant to ORS 192.660 (2) (e) Mayor Piercy adjourned the Eugene Urban Renewal Agency and convened a work session of the Eugene City Council. B. WORK SESSION: Rental Unit Management and Livability Planning Director Sarah Medary and Code Compliance Supervisor Rachelle Nicholas gave a PowerPoint presentation on the background, history, statistics and future planning efforts on rental unit management and livability. Council discussion: • More work is needed to clarify the role and jurisdiction of the University of Oregon Police Department. • Further research on the practicality of requiring a local agent and implementing a chronic nuisance code is needed. • Majority of complaints are associated with smaller units; social host ordinance works because of its accountability measure. CEREMONIAL MATTERS Mayor Piercy read a national proclamation recognizing the anniversary of the Americans with Disabilities Act. The Eugene Police Department was recognized by the Oregon Accreditation Alliance for achieving State Accreditation. 2. PUBLIC FORUM 1. Duncan Rhodes -said stop signs on East Amazon Drive at Potter Street are needed. 2. Susan Fanner - supported a smoke -free policy downtown. 3. Diana Mardane - voiced concern about traffic safety near Tugman Park. Council discussion: • It is difficult to cross at the above -mentioned intersections; encourage consideration of installing stop signs. 3. CONSENT CALENDAR MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to approve the items on the Consent Calendar. PASSED 8:0 4. ACTION: An Ordinance Concerning Lane Use Code Maintenance and Amending Sections 9.0500, 9.1060, 9.2160, 9.2740, 9.3115, 9.3210, 9.3310, 9.3510, 9.3810, 9.3910, 9.4260, 9.5200, 9.6105, 9.6410, 9.6610, 9.7315, 9.7335, 9.7415, 9,7455, 9.7505, 9.7520, 9.75607 9.7655, 9.8400, 9,8405, and 9.8855 of the Eugene Code,1971 (City File CA 15-2) MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to adopt Council Bi115145, an ordinance concerning Land Use Code maintenance. PASSED 8:0 5. ACTION: Approval of Motions Relating to the November 3, 2015, Election MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to direct the City Manager to publish and distribute a local voters' pamphlet for the special election scheduled for November 3, 2015, on a ballot measure concerning a Library Local Option Levy. PASSED 8:0 MINUTES —Eugene City Council July 27, 2015 Page 2 Work Session and Meeting MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to appoint Councilors Pryor, Syrett, and Evans to the voters' pamphlet proponent committee for the Library Local Option Levy. PASSED 8:0 MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to direct the City Manager to prepare a neutral information tabloid concerning a Library Local Option Levy. PASSED 810 MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to direct the City Manager to include on a supplemental budget sufficient appropriation offset by General Fund contingency and the Reserve for Revenue Shortfall to produce that voters' pamphlet, produce a neutral information tabloid and pay for the City's share of election costs.
