A. WORK SESSION: Envision Eugene Urban Growth Boundary Adoption Package Approach Planning Director Robin Hostick and Planning Section Manager Terri Harding gave a PowerPoint presentation on the urban growth boundary adoption package approach and timeline. Council discussion: • All affected jurisdictions and stakeholders need a clear understanding of the process and what the next couple of years look like. • Information presented offers a helpful roadmap and timeline. B. WORK SESSION: Sustainability Commission Work Plan and Annual Report Sustainability Liaison Babe O'Sullivan, Sustainability Commission Chair Howard Saxion, and Sustainability Commission Vice Chair Dawn Lesley discussed the Sustainability Commission FY15 annual report and accomplishments and outlined the commission's proposed FY16 work plan. Council discussion: • Sustamability Commission has great leaders and membership structure. • Well -organized work plan; the four proposed topic areas are the right ones on which to focus; good detail and balance. • Climate change and how it relates to population growth is an important topic; consider adding assistance with population forecasts to work plan. • Greater attention to social equity impacts of commission's work is needed. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to approve the Sustainability Commission FY16 work plan. PASSED 8:0 C. CONSENT CALENDAR MOTION: Councilor Syrett, seconded by Councilor Evans, moved to approve the items on the Consent Calendar. Councilor Taylor pulled Item B for discussion. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to approve item B of the Consent Calendar. PASSED 8:0 D. COMMITTEE REPORTS: Police Commission, South Willamette Economic Development Corporation, Lane Workforce Partnership, Lane Transit District /EmX Steering Committee, Oregon Metropolitan Planning Organization Consortium, McKenzie Watershed Council Council discussion: • Police Commission welcomed a new member and a liaison from the Civilian Review Board. • Police Commission discussed new policies on crowd management; mental health response. • Lane Workforce Partnership approved all board members and officers. • Travel Lane County annual report highlights amount of money coming to our area. • South Willamette Economic Development Corporation hosted a meet -and -greet party for applicants for the new director position. • Many citizens are expressing their concerns about the proposed South Willamette rezoning project. • McKenzie Watershed Council is submitting grant proposals for improvements and restoration. • Police Commission honored George Rode for his years of service. • Sustainability Commission had its annual retreat in August. • Housing Policy Board had a conversation about its role and what its membership should be. • Human Right Commission retreat had an emphasis on homelessness and issues around race. CEREMONIAL MATTERS Mayor Piercy recognized Melia Barbion, local winner of the 2015 Oregon Mayor's Association -sponsored essay contest. 2. PUBLIC FORUM 1. Christine Sundt -Against South Willamette rezoning; poor communication by City. 2. Chris Murray - Safe crosswalk on River Road at Briarcliff is needed. 3. Leslie Robnett - Need to help homeless more. 4. Kathleen Bosteder - Against South Willamette rezoning; poor communication by City. 5. Ellen Eilbracht - Concerned about global warming and education. 6. Duncan Rhodes - Stop signs needed on East Amazon at Potter Street. 7. Gordon Lent - Safe crosswalk on River Road at Briarcliff is needed. 8. Jennifer Frenzer -Need more rest stops and fully activated program before winter. 9. Ray Hammond - Need to think about the homeless and winter. 10. Karl Eysenbach - Against criminalization of homeless and camping ban. 11. Council discussion: • Public space/buildings could be repurposed for unhoused; repurpose private space. • Reactivate conversation about allowing homeowners to have campers on their private property. • Appreciate neighborhood involvement to request crosswalk on River Road. • Rest stop pilot program has proven its success. Consider making it permanent and creating new sites in all sections of the city. • Support "bulletin board" function to connect willing homeowners with homeless campers needing a place to locate.
