Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans,
Claire Syrett, Chris Pryor
Mayor Piercy opened the September 16, 2015, City Council work session.
Mayor Piercy and the City Council celebrated Councilor Taylor's 90th birthday and recognized her many
years of public service.
A. WORK SESSION: Stormwater Program Update
City Engineer Mark Schoening and Parks and Open Space Division Manager Craig Carnagey reviewed
the current rate structure for Stormwater fees; gave background information on parks and open
space, and discussed the proposed ordinance.
Council discussion:
• Concerned about this particular proposal; better options to fund parks may be out there.
• Concerned that small homes will pay the same as large homes; needs to be progressive.
• Support concept because it doesn't depend on water usage.
• Economically it is very efficient as opposed to any other mechanism.
• No new fees or taxes should be implemented without a public vote.
• Triple Bottom Line analysis focused only on parks, evaluate impacts on stormwater fees.
• Eager to look at strategies to have proper maintenance done on parks.
• Proposal deserves a public discussion and needs a public hearing.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to direct the City
Manager to schedule a public hearing on an ordinance to amend the definition of Stormwater
service to include the operations and maintenance of parks and open spaces.
PASSED 5:3, Councilors Brown, Taylor, and Clark opposed.
B. WORK SESSION: Earthquake Preparedness
Risk Services Director Myrnie Daut and Climate and Energy Analyst Matt McRae gave a
PowerPoint presentation discussing the City's involvement in earthquake preparedness efforts
and the Natural Hazards Mitigation Plan.
Council discussion:
• Need to prepare staff whose jobs regularly intersect with the community.
• Need to lobby the legislature for funds to help support programs.
• Looking into alternative sources for water should be a priority.
• Need to identify "life safety" buildings that can be converted into "operational" buildings.
• Identify trainings or groups to help in an emergency situation.
