Mayor Piercy opened the September 21, 2015, City Council public hearing.
1. PUBLIC HEARING: An Ordinance to Re -Designate and Rezone "The Rest -Haven Memorial
Park Site" by Amending the Eugene -Springfield Metropolitan Area General Plan Diagram;
and Amending the Eugene Zoning Map (City files MA 154, Z 15-1)
1. Bill Kloos, on behalf of the applicant -Appreciated the positive recommendations.
2. Barbara Cookson (neutral) - Said applicant should take care of land first before moving forward.
3. Cindy Allen (opposed) - Concerned about safety, moving too fast with development.
4. Robert Milks (opposed) - Concerned with process, timing, and incorrect notifications.
5. Cindy Stenard (opposed) - Concerned with notification process and timing; not private land.
6. Glenn Campbell (opposed) - Concerned with notification process and timing.
Council discussion:
• A review of the City's tree ordinance is needed.
• A review of the notification process for land use decisions is needed.
MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to leave the
record open for 21 days to allow anyone to submit new evidence and arguments, until October
12, 2015, at 5:00 p.m.; leave the record open for an additional seven days to allow anyone to
submit rebuttal evidence and arguments until October 19, 2015, at 5:00 p.m.; and leave the
record open for a final seven days to allow the applicant to submit a rebuttal argument only
until October 26, 2015, at 5:00 p.m. PASSED 6:0
