Mayor Piercy opened the September 30, 2015, City Council work session.
A. WORK SESSION: Beltline Highway -Oregon Department of Transportation Facility Plan and
Eugene Transportation System Plan
Transportation Planning Engineer Chris Henry. Transportation Senior Planner Kurt Yeiter, and
Frannie Brindle (ODOT) gave an update on the Beltline Facility Plan, including background
information, process, inclusion of the Eugene Transportation System Plan, and possible options.
Council discussion:
• Challenging infrastructure problem; supporting long-term vision will help guide conversation.
• Concern expressed that time and money will be spent without significantly impacting capacity
and safety.
• Two preferred options are viable and will bring relief a lot sooner; building to eliminate
congestion is not possible.
• Ensure that project is phased in; figure out how to integrate EmX and transit into plan.
• Ensure that TSP is as consistent as possible with the Climate Recovery Ordinance.
B. WORK SESSION: Transportation Safety -Vision Zero and the Mayors' Challenge for Safer
People, Safer Streets
Transportation Planning Manager Rob Inerfeld discussed the Mayors' Challenge for Safer People,
Safer Streets, City projects and progress made to address the challenge, and Vision Zero strategies.
Council discussion:
• Sidewalk infrastructure is key to mobility and safety; more work needed in this area.
• City-wide study on traffic and how to improve conditions is needed.
• Explore adopting Vision Zero as a transportation policy.
• More robust conversation about issue needed; think about how to define" safer"
MOTION AND VOTE: Councilor Clark, seconded by Councilor Syrett, moved to direct the City
Manager to work with BEST to draft a proposed resolution on Vision Zero for Council
consideration and provide Council with additional information about the implications of adopting
such a policy. PASSED 6:0.
