PUBLIC FORUM 1. Wayne Martin – The City needs to treat the homeless population better and help more. 2. Ed Moye – Against the South Willamette Special Area Plan; lack of public engagement. 3. Bob Larson – Against the South Willamette Special Area Plan; lack of public engagement. 4. Joyce Eaton – Against the South Willamette Special Area Plan; lack of public engagement. 5. Margie James – Against the South Willamette Special Area Plan; lack of public engagement. 6. Ralph McDonald – Against the South Willamette Special Area Plan; lack of engagement. 7. Maryellen Larson – Against the South Willamette Special Area Plan; lack of engagement. 8. Richard Sundt – Against the South Willamette Special Area Plan; lack of public engagement. 9. Karen Leeson – Against the South Willamette Special Area Plan; lack of public engagement. 10. Harold Leeson – Against the South Willamette Special Area Plan; lack of public engagement. 11. Willie Mims – Requested an exception to the R1 code changes for accessory building. 16. Donald Driscoll – Planning needs to look into special exceptions for R1 code changes. 17. Mariah Koschnitzky Roth – Against the criminalization of the homeless. 18. Michael Carrigan – Increase funding for homeless programs is needed. 19. Linda Lu – Concerned about geo-engineering and climate change. Council discussion:  More information and time needed on the South Willamette Special Area Zone proposal.  Need to look into special circumstances where the recent R1 code changes had unintended negative consequences for some residents. 2. ACTION: Appointment to Sustainability Commission MOTION AND VOTE: Councilor Syrett, seconded by Councilor Taylor, moved to appoint Thomas Pettus-Czar to Position 2 on the Sustainability Commission, an unexpired term ending on June 30, 2017. PASSED 7:0 3. ACTION: MovingAhead Corridor Screening MOTION AND VOTE: Councilor Syrett, seconded by Councilor, moved to direct the City Manager to advance the following MovingAhead corridors for further study to evaluate an EmX alternative, an Enhanced Corridor alternative and a no-build alternative during the Level 2 alternative analysis:
