Mayor Piercy opened the December 9, 2015, city council work session.
A. WORK SESSION: Joint Session on Homelessness with Human Rights Commission
City Council met with Human Rights Commission members Bonnie Souza, Chris Nunes, Ken Neubeck,
Jennifer Frenzer-Knowlton, Debra Merskin, Andrew Thomson, and Edward McGlone to discuss the
elimination of barriers that disproportionately affect the homeless, working with other jurisdictions,
and the Housing First Model.
Council discussion:
• Need to zero in on effective targets; need to clearly understand the barriers.
• Lots of work has been done by staff and volunteers; need to keep building.
• Move forward appropriately and compassionately; more information needed.
• More information about what barriers the HRC has discussed requested; need framework.
• Need to use available resources to craft best outcomes for all.
• Community Court program and University of Oregon should be included in discussions.
• Need to work better with interjurisdictional partners; greater clarity on terminology needed.
• Need to look at housing first model and polices; housing should be 1st priority.
• City should be the hub for getting information out about services.
• Work of Mayor's task force on homelessness should be incorporated; don't start over.
