A. EXECUTIVE SESSION: Pursuant to ORS 192.660 (2)(e) The City Council met in Executive Session pursuant to ORS 192.660 (2)(e) B. STAFF PRESENTATION: Housing First Policy Systems Analyst Jason Dedrick gave a PowerPoint presentation defining the Housing First model and its core concepts. Council discussion:  This is a great model that has been successful in other areas; more information requested.  Information on the voluntary utilization on services and the results of that utilization needed.  Housing First model has saved cities significant amounts of public dollars. C. MOTION AND VOTE: Councilor Taylor, seconded by Councilor Evans, moved to direct the City Manager to sign the necessary paperwork in order to remove from the deed for the Very Little Theatre property the City’s right to purchase the property. PASSED 7:0 D. MOTION AND VOTE: Councilor Taylor, seconded by Councilor Clark, moved to direct the City Manager to schedule a public hearing on the proposal to name the Amazon Headwaters property that the city acquired as the “Erin Noble Headwaters Park.” PASSED 7:0 E. COMMITTEE REPORTS: Police Commission, South Willamette Economic Development Corporation, Lane Transit District / EmX Steering Committee, Oregon Metropolitan Planning Organization Consortium, McKenzie Watershed Council Council discussion:  Lane Council of Governments - discussed impact of PERS decision; effectively addressing budget issues.  LaneACT - put together a priority list of road projects for the Statewide Transportation Improvement Program.  Police Commission - adopted working agreements on how to conduct meetings.  LTD/EmX - had a presentation on MovingAhead and Vision Zero.  Numerous complaints received about runoff/pollution into Amazon Creek at construction site.  Support expressed for maintaining Kesey Square. PUBLIC FORUM 1. Ken Neubeck – Shared and email on behalf of the HRC from Eric Tars on helping the City. 2. Joseph Newton – Said Kesey Square is a jewel and a much-needed town square. 3. Roger Hall – Said Jacobs Gallery is integral part of the Hult Center; funding needed. 4. Dr. Frances Day – Supported enforcement of the climate recovery ordinance. 5. Cameron Fox – Supported enforcement of the climate recovery ordinance. 6. Wesley Georgiev – Supported enforcement of the climate recovery ordinance. 7. Corina MacWilliams – Supported enforcement of the climate recovery ordinance. 8. Julie Olson – Supported enforcement of the climate recovery ordinance. 9. Mariah Roth –Performed an interpretive dance for the council. 10. Sage Fox – Supported enforcement of the climate recovery ordinance. 11. Zealand Bell and Ben Lowndes– Supported enforcement of the climate recovery ordinance. 12. Tayo Olson – Supported enforcement of the climate recovery ordinance. 13. Asge Jensen – Supported enforcement of the climate recovery ordinance. 14. Debra McGee – Supported enforcement of the climate recovery ordinance. 15. Michael Carrigan – Supported Housing First and efforts to decriminalize homelessness. 22. Linda Kelley – Supported enforcement of the climate recovery ordinance. 23. Sabra Marcroft – Said more shelter and options to help the homeless are needed. 24. Emily Semple – Said more rest stops and a shelter for the homeless are needed. 25. Kathy Ging – Opposed to the sale or closure of Kesey Square. 26. Drix – Supported efforts to connect more as a community. 27. Joan Kleban – Opposed to sale or closure of Kesey Square; involve local businesses. 2. PUBLIC HEARING AND ACTION: Resolution Adopting a Supplemental Budget; Making Appropriations for the City of Eugene for the Fiscal Year Beginning July 1, 2015 and Ending June 30, 2016 1. John Barofsky – Capital projects funded by reserve for revenue shortfall is appropriate. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to adopt Resolution 5145, adopting a Supplemental Budget; making appropriations for the City of Eugene for the fiscal year beginning July 1, 2015 and ending June 30, 2016. PASSED 8:0 MINUTES – Eugene City Council December 14, 2015 Page 4 Work Session and Meeting The Mayor adjourned the meeting of the Eugene City Council and convened a meeting of the Eugene Urban Renewal Agency. 3. PUBLIC HEARING AND ACTION: Resolution Adopting a Supplemental Budget; Making Appropriations for the Urban Renewal Agency of the City of Eugene for the Fiscal Year Beginning July 1, 2015, and Ending June 30, 2016. 1. John Barofsky - Council needs a work session on the Downtown Urban Renewal Agency. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to adopt Resolution 1077, adopting a Supplemental Budget; making appropriations for the Urban Renewal Agency of the City of Eugene for the fiscal year beginning July 1, 2015 and ending June 30, 2016. PASSED 8:0 The Mayor adjourned the meeting of the Eugene Urban Renewal Agency and reconvened a meeting of the Eugene City Council. 4. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to authorize an overnight sleeping site permitted under the Dusk to Dawn Ordinance at 1175 Highway 99 in Eugene. PASSED 8:0 Council discussion:  Sites needed throughout the City, not just in Ward 7.  Site Manager needed 24/7, in case of complaints. 5. MOTION AND VOTE: Councilor Syrett, seconded by Councilor Evans, moved to authorize an overnight sleeping site for car camping permitted under the Dusk to Dawn Ordinance at 2411 Martin Luther King Jr. Boulevard in Eugene. PASSED 8:0 6. MOTION AND VOTE: Councilor Evans, seconded by Councilor Syrett, moved to direct the City Manager to prepare for Council consideration a resolution declaring the City of Eugene’s commitment to a Housing First model. PASSED 8:0 7. MOTION: Councilor Brown, seconded by Councilor Zelenka, moved that the City Council invite Mr. Eric Tars or another representative of the National Law Center on Homelessness and Poverty to meet with a sub-committee composed of at least two City Councilors, two members of the Human Rights Commission, as well as a representative of the Municipal Court, in order to explore ways to eliminate barriers that have unintended and negative human rights consequences for those who are homeless, including barriers hindering their access to housing and jobs; and further move to request the City Manager invite one of more members each from the Eugene Police Department and the City Attorney’s office to participate in the sub-committee’s discussions. Council discussion:  This is a good idea and supported by the Human Rights Commission  Should not limit scope of expertise; input from other local, regional, and national experts should be considered. SUBSTITUTE MOTION AND VOTE (with friendly included): Councilor Evans, seconded by Councilor Syrett, moved to direct the city manager to engage the appropriate resources local, regional, national, with the expertise, including Mr. Eric Tars or another representative of the National Law Center on Homelessness and Poverty to address the elimination of barriers having unintended negative consequences on the homeless population in Eugene. PASSED 6:2, Councilors Brown and Taylor opposed.
