Councilors Absent: Mike Clark
Councilor Syrett called the December 16, 2015, City Council Work Session to order, noting that Mayor
Piercy was absent.
A. WORK SESSION: Economic Prosperity and Creative Industries Update
Library, Recreation Cultural Services Executive Director Renee Grube and Cultural Services Division
Manager Tomi Anderson gave a PowerPoint presentation on local investments in creative industries
and cultural policy review, strategies, and moving forward.
Council discussion:
• Eugene is not successful in retaining local talent.
• Consider re-establishing aspects of Eugene Celebration, including City sponsorship.
• Economic stats are impressive; creative culture and arts gives area a competitive advantage.
• Hult Center and Cuthbert are huge assets for Eugene; Celebration parade should be resurrected.
• Enormous amount of creativity exists here; lots of potential.
• Connectivity is key for digital and economic growth; Park Blocks can be programmed for arts.
• Better connection with underrepresented neighborhoods needed; leverage transportation.
B. WORK SESSION: Introduction to a 350ppm Greenhouse Gas Target
Climate and Energy Analyst Matt McRae gave a PowerPoint presentation providing information on
different types of carbon, the climate recovery ordinance, and greenhouse effects and feedback.
Council discussion:
• The cost of doing nothing will be extremely high.
• Actions taken locally matter; climate recovery is a huge issue..
• Really important work and interested in how we will meet our targets.
• Commitment to strategies deemed important is needed.
• Re-examination/strengthening of tree ordinance encouraged.
