Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, Claire Syrett, Chris Pryor, Mayor Piercy opened the January 13, 2016, meeting of the Eugene Urban Renewal Agency. WORK SESSION: Eugene Water &Electric Board Riverfront Redevelopment -Agency's Role Community Development Division Manager Denny Braud outlined the proposed agreement with EWEB to have the Urban Renewal Agency be the land agent for redevelopment of the Riverfront property. MOTION AND VOTE (friendly included): Councilor Evans, seconded by Councilor Zelenka, moved to authorize the Agency Director to execute an agreement with EWEB related to the negotiation, disposition, and redevelopment of the EWEB Riverfront property consistent with the outline of terms included in Attachment A. Add new section 13 that provides for a refund of a pro rata portion of the guaranteed payment in the event that a decision is made after Year 5 that property will be reframed by EWEB due to an environmental contamination concern. PASSED 6:2, councilors Brown and Taylor opposed Council discussion: • Request was made to provide council with the recent appraisals on the property. • Williams and Dane is experienced and has a good track record, which adds confidence in the proposal. • Master plan had extensive public process; future decisions should also involve public. • Site should be viewed as both an asset and a liability. • City and URA need to make redevelopment of the EWEB property a priority; this is a 100-year, legacy project.
