Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Greg Evans, Chris Pryor
Councilors Absent: Claire Syrett Mayor Piercy opened the September 14, 2016, meeting of the Eugene City Council.
1. WORK SESSION: Reconsideration of Resolution Annexing Land to City of Eugene
MOTION AND VOTE: Councilor Clark, seconded by Councilor Poling, moved to reconsider the decision on the annexation on the 160 Howard (Doug Cowen) property. PASSED 6:0
(Councilor Evans absent for vote)
MOTION AND VOTE: Councilor Clark, seconded by Councilor Poling, moved to postpone council action on this item until the next council meeting. PASSED 7:0
Council discussion:
• Postponement will give people a chance to contact the council with any concerns prior to the final vote.
2. WORK SESSION: Police Auditor and Civilian Review Board Annual Reports Civilian Review Board Chair Eric Van Houton and Vice-Chair Lindsey Foltz gave a brief update on the Civilian Review Board’s work from 2015 and suggested the council look into small stipends for boards and commissions members to help offset some expenses. Police Auditor Mark Gissner and Deputy Police Auditor Leia Pitcher gave a brief Power Point presentation discussing the 2015 Police Auditors Annual Report and statistics. Council discussion:
• Another Cahoots van was funded by the Budget Committee to help cover more hours.
• Implicit bias training should be an ongoing requirement for Police personnel.
• Important to report what follow-up is done with complaints.
• Your unique experience allows is to create greater policy.
• Complaints about bicycle and pedestrian stops need to be looked into.
3. WORK SESSION: Use of Marijuana Tax Funds and Retail Cannabis Regulations Council discussion:
• There should be some sort of nexus between the source and the use of funds.
• Dedicate it to a specific source; seldom get a chance to target funds.
• Designate it to homelessness and target it for more rest stops and Housing First.
