WORK SESSION: Equity in Contracting Program Vicki Silvers, Kristie Hammitt, and Clay Stillwell gave a PowerPoint presentation discussing the background of the Equity in Contracting program, program focus areas, current efforts and goals. Council discussion: • Important to look at what other cities have done and create ordinances to achieve goals. • This is not just a Public Works issue but a citywide issue. • This should not just be a value but something the City does as a regular business practice. • City is moving in the right direction; would like to see top five answers in all categories of survey. • Codifying this program could cause some unintended consequences; more of a policy. • The process is extremely important; need to be clear on what expectations are. • Program should be applied in a fair and equitable way consistently; needs to be open and transparent. • This is about enshrining the City’s operational value system. • Very timely to implement this both internally and externally; addresses inclusion values. • Business Night Out is a great opportunity to let people know what we are doing. 2. WORK SESSION: Council Communications City Manager John Ruiz led the Council in a discussion on different ways communications occurs with Council. Council discussion: • We need consistent, constant feedback loop. PUBLIC FORUM 1. Coreal Riday-White – Gave an update on the youth climate court case. 2. Dave Lemmon – Supported police efforts in the Whiteaker and more money for police. 3. John Thielking – Opposed to sellers’ permit and dog license proposals. 4. Wayne Martin – Supported more efforts to help the homeless. 5. Raging Grannies – Sang a song in opposition to oil trains moving through the City. 6. Patty Hine – Supported a “no crude oil by rail” resolution for Eugene. 7. Joshua Schneider – Supported a “no crude oil by rail” resolution for Eugene. 8. Joel Iboa – Supported a “no crude oil by rail” resolution for Eugene. 9. Joan Kleban – Supported a “no crude oil by rail” resolution for Eugene. 10. Katharine Hunt – Supported a “no crude oil by rail” resolution for Eugene. 11. Jim Neu- Supported a “no crude oil by rail” resolution for Eugene. 12. Dillon Thomson – Supported a “no crude oil by rail” resolution for Eugene. 13. Tai Pruce-Zimmerman – Supported making Eugene a sanctuary city by ordinance. 14. Samantha Krup – Supported local government and community efforts for change. 15. Laurie Powell – Supported city polices related to actions on climate change. 16. Ian Curtis – Supported stronger efforts and progress on climate change at the local level. 17. Charmaine Rehg – Opposed tax breaks for developers and a sanctuary city ordinance. 18. Hillary Johnson – Supported the resolution approving LIRHPTE for a youth house. 19. Drix – Supported collaboration and idea sharing on city issues. 20. Alfredo Gormezano – Supported police efforts, more training, and more officers. 21. Jodie Wiktorowski – Supported making Eugene a sanctuary city by ordinance. Council discussion: • Would like to see a new report on level of policing the community wants and supports. • There is already a state law in place protecting people from immigration concerns. • Whatever the City can do to reassure people they will be protected should be done. • There is nothing more important than to save the planet; action needed now. • The council passed a coal train resolution and now should pass a similar statement about oil trains. • Supportive of having Eugene becoming a sanctuary city.
