HomeMy WebLinkAbout161130.WS.SIREMINUTES – Eugene City Council November 30, 2016 Page 1 and Urban Renewal Agency Work Session M I N U T E S Eugene City Council and Urban Renewal Agency Harris Hall, 125 East 8th Avenue Eugene, Oregon 97401 November 30, 2016 12:00 p.m. Councilors Present: George Brown, Betty Taylor, Alan Zelenka via phone, George Poling, Mike Clark, Greg Evans, Chris Pryor Councilors Absent: Claire Syrett Mayor Piercy convened the meeting of the Eugene Urban Renewal Agency. 1. URBAN RENEWAL AGENCY EXECUTIVE SESSION: Pursuant to ORS 192.660(2)(e) The Eugene Urban Renewal Agency met in an executive session pursuant to ORS 192.660(2)(e). The Urban Renewal Agency moved out of executive session into regular session. City Attorney Glenn Klein gave a brief update on the changes to the purchase and sales agreement with EWEB on the EWEB riverfront development site. MOTION AND VOTE: Councilor Evans, seconded by Councilor Zelenka, moved to amend the Urban Renewal Agency’s July 27, 2016 motion to add the words “and environmental laws” after the words “environmental contamination.” PASSED 7:0 Mayor Piercy adjourned the meeting of the Eugene Urban Renewal Agency and convened the meeting of the Eugene City Council. 2. WORK SESSION: Parks and Recreation System Plan Update Recreation Services Director Craig Smith, Parks and Open Space Division Manager Craig Carnagey and Project Manager Carolyn Burke gave a PowerPoint presentation discussing the background of the project, community engagement, long-range vision, project priorities, and implementation and funding. Council discussion: • Part of the discussion should be focused on where efficiencies and saving will occur related to the proposed projects. • None of the funding options presented are innovative; parks foundation could be utilized more.
