Mayor Piercy opened the December 5, 2016, meeting of the Eugene City Council.
Commissioner Stewart opened the December 5, 2016, meeting of the Lane County Board of
Commissioners.
The Lane County Board of Commissioners honored Mayor Piercy for her years of service as Mayor.
1. WORK SESSION: Coordinated Downtown Development
Assistant City Manager Sarah Medary, Lane County Capital Projects Manager Brian Craner,
and representatives of Cameron McCarthy Associates, gave a PowerPoint presentation
discussing purpose of the work, project approach, program summaries, development
scenarios, and next steps.
Council discussion:
• There are two deeds; the issue is more about which deed is accurate.
• Doing all the work and having the judge potentially overturn it seems imprudent.
• Current footprint and cost for all rented city offices except fire and police requested.
• Phase 2 information is just to see if it would be feasible, not what it would look like.
• Options A and C are the cleanest; no one supports locating the farmers market at the
current City Hall site, which would be required with option A.
• A firm agreement - not a memo — is needed for the judge to make a decision.
Public comment:
l . Bob Cassidy- The entire city hall block should go to the County for a new building.

Mayor Piercy opened the December 5, 2016, meeting of the Eugene City Council.
1. WORK SESSION: City Hall —Eugene Water &Electric Board Site Evaluations
Assistant City Manager Sarah Medary, Central Services Director Kristie Hammitt, and
representatives from Cameron McCarthy Associates, gave a PowerPoint presentation
discussing the project approach, existing conditions, program summary, EWEB site options,
and next steps.
Council discussion:
• It would be helpful to get clarification on EWEB's potential move -out date.
• EWEB option would provide more than double the space for less than double the cost and
enable consolidation of City services.
• Only need 24,000 sq. feet of usable space would be available to start with.
• EWEB option would not meet Council's EUI level goal; building is almost 30 years old.
• Most of the required renovations for moving to the EWEB building are costly.
• No need to make all improvements at once; look at logical phasing opportunities.
• Open house for public input would be beneficial.
• Utilizing social media would be effective way for the public to weigh in.
