Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Claire Syrett, Chris Pryor
Councilors Absent: Greg Evans Mayor Vinis opened the January 18, 2017, meeting of the Eugene City Council.
1. WORK SESSION: Urban Growth Boundary Adoption Process and Community
Engagement Plan
Assistant City Attorney Emily Jerome and Principal Planner Terri Harding gave a
PowerPoint presentation discussing Envision the Eugene community process, urban growth
boundary adoption process, draft community engagement plan, and next steps.
Council discussion:
• Important that any changes to the clear and objective standards occur before a vote.
• Outreach plan looks good; educate public on how to comment on the process.
• Any contested assumptions will be scrutinized immediately; not an option to change
at this point.
• The State will step in and make the decision if the plan is delayed or not adopted.
• A decision to become denser will encourage more development in outlying communities.
• Concerned about industrial expansion; if public hearings are held, council should be open
to changing the proposal.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve
the timeline and process set out in Attachment A. PASSED 6:1, Councilor Clark opposed.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to approve
the community engagement activities for the UGB adoption package as described in
Attachment B. PASSED 7:0.
2. WORK SESSION: Implementation of Oregon Minimum Wage Law Change
Central Services Director Kristie Hammitt and Human Resources Program Manager Becky
DeWitt gave a PowerPoint presentation giving an update on the implementation of the
minimum wage law change, overview of temporary work force, budget impacts, and issues.
