WORK SESSION: West Eugene Enterprise Zone Task Force Public Benefit Criteria Update Community Development Director Michael Kinnison and Business Development Analyst Amanda D’Souza gave a PowerPoint presentation showing a program overview, task force process, and draft revised criteria. Council discussion: • Criteria should be quantifiable showing real public benefit beyond the job. • Points awarded for consultation is inappropriate and should be eliminated. • Green building has nothing to do with the building or how it was built; rename criterion. • Important not to scale criteria for smaller businesses; some can’t fulfill all of the requirements. • Criteria are a good step forward to address goals; make the program stronger. • Enterprise zone and tax exemptions are unnecessary, process is now too easy. • Awarding points for wages should be done by employee, not an average. • Create a tiered system that all businesses can participate in. • Criteria for wages could be modified to limit it to a certain percentage between highest and lowest paid employee. • Half of the employees would be below the medium wage and that is problematic. • Minimum points from each criteria box should be required. • Health benefits criteria should be given more weight and require a minimum number of points. • Consider using average wage over median wage; give extra points for local companies. • Using median wage helps eliminate outliers that can skew the results. • If we are trying to create family wage jobs, all new employees should get median wage. • Minority and women owned business criteria should be included. 2. WORK SESSION: South Willamette Street Pilot Study Update Assistant City Manager Sarah Medary and Transportation Planning Engineer Chris Henry gave a PowerPoint presentation with updates on the South Willamette Street pilot study. Council discussion: • It is council’s job and expectation to have a robust discussion on what the community wants in the Transportation System Plan. Stacy Crow – Supported a 1,000 ft. buffer zone between marijuana dispensaries. 7. Logan Haugen – Concerned about public safety and dangerous conditions in downtown. 8. Lawrence Siskind – Supported a 1,000 ft. buffer zone between marijuana dispensaries. 9. Mariah Leung – Supported an ordinance making Eugene a Sanctuary City. 10. MOTION AND VOTE: Councilor Poling, seconded by Councilor Taylor, moved to postpone all of the action items until Wednesday’s work session. PASSED 8:0. Council discussion: • Request made for a work session poll on a 1,000 ft. buffer zone for marijuana dispensaries; problems downtown need to be addressed. • More jail beds and greater enforcement is needed for the downtown public safety issues. • We will make downtown safer but there is no silver bullet and it involves a lot of issues and coordination. • Harness collective energy to prevent rollbacks of rights.
