Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Mike Clark, Greg Evans, Claire
Syrett, Chris Pryor
Mayor Vinis opened the April 10, 2017, meeting of the Eugene City Council.
A. WORK SESSION: Process for Appointment of Ward 4 City Councilor
Council Support Manager Beth Forrest and City Attorney Glenn Klein gave an update and
background information on the Ward 4 appointment and possible election process.
Council discussion:
Prefer longer recruitment to give people time to make the decision to serve.
Process should be consistent with the Ward 6 recruitment in 2012.
Allowing more time could enhance candidate pool.
Goal should be to choose replacement as expeditiously as possible.
Need to be thoughtful, deliberate, and inclusive as possible, but also recognize need
to have full complement of councilors.
Support extending the timeline without jeopardizing the process.
Important issues will be deliberated; Ward 4 should have equal representation.
Election process needs to be clear to everyone with an interest in serving.
Ensure adequate time for council discussion.
MOTION AND VOTE with friendly: Councilor Zelenka, seconded by Councilor Syrett,
moved to extend the application deadline to May 19, 2017. PASSED 4:3, Councilors
Semple, Clark, and Evans opposed.
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to
direct the City Manager to bring back a resolution related to the election on the Ward 4
2018 term. PASSED 7:0.
B. WORK SESSION: Process Session
City Manager’s Office Division Manager Mia Cariaga, Council Support Manager Beth
Forrest and Council Support Coordinator Rawson Baylor-Pino, gave a PowerPoint
presentation discussing the 2017 Boards and Commissions recruitment process, information
on outreach strategies, summary of applicants, and potential process moving forward.

Council discussion:
Candidates should receive at least four votes to proceed to interview and be given
three minutes to speak at the interview.
Support the idea of scheduling all interviews during regular council meeting time.
Support requesting that candidates deliver prepared remarks rather than respond to
questions.
See value in retaining option to reappoint incumbents; support shortening interview process.
Consider changing interview vote threshold once Ward 4 vacancy has been filled.
Provide interview prompts in advance so candidate can prepare to speak. (E.g., “Tell us why
you want to be a committee member and what your qualifications for this position are.”)
Support limiting the number of votes for interviews to three times the number of vacancies
for each advisory group (e.g., three vacancies on board = maximum of nine votes for
interview).
Pleased with this year’s outreach efforts and the response from interested applicants.

Mayor Vinis opened the April 10, 2017, meeting of the Eugene City Council.
1. PUBLIC FORUM
1. Jerry Diethelm – Supported changing the name of Broadway Plaza to Kesey Square.
2. Mike Cetto – Supported exporting water to help the world and more shade around the city.
3. Stefan Strek – Encouraged the government to listen to citizens’ concerns.
4. Sue Sierralupé – Gave an update on Occupy Medical and requested handwashing stations.
5. Drix – Expressed pleasure about how supportive the Eugene community is.
Council discussion:
Appreciate hearing all voices; public forums are very important.
Support handwashing stations downtown and renaming Broadway Plaza.
2. CONSENT CALENDAR
MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Clark, moved to
approve the items on the consent calendar. PASSED 7:0
3. PUBLIC FORUM UPDATES
City Manager’s Office Division Manager Mia Cariaga gave an update to council about
potential changes and additions to the public forum, including video recordings of testimony
as an additional way for people to be heard.
Council discussion:
Support video pilot program; videos should be made available to everyone.
Support limiting the number of speakers rather than reducing speaking time.
Analysis needed of the number of speakers per meeting; important to maintain
flexibility.
Public Forums are wonderful; bad idea to reduce people’s speaking time.
Support the idea of videos as a supplemental engagement option; public forums are
essential.
Support two-minute rounds for testimony.

Quantify the effectiveness of video testimony by counting the number of hits.
Favor a lottery system for speakers rather than first come, first served format.
Quality is better than quantity; prefer to limit forum to 90 minutes.
Suggest piloting an additional sign-up sheet where speakers can nominate one
speaker to testify on behalf of group, all come up to podium where their names would
be read.
The meeting adjourned at 8:15 p.m.
