Mayor Vinis opened the April 24, 2017 Work Session of the Eugene City Council.
1. EXECUTIVE SESSION – pursuant to ORS 192.660 (2)(e)
2. WORK SESSION: Parks and Recreation System Plan Update
Parks and Open Space Planning Manager Carolyn Burke, and Recreation Services Director Craig
Smith offered Council an update on the Parks and Recreation System Plan (PRSP).
Council discussion:
There is a need for a new Parks, Recreation, and Open Space (PROS) plan which could dovetail
into existing land use plans.
Council has a legal obligation to prove how it will serve the growth of the Eugene community.
Project list will be updated.
City of Eugene does own the property slated for future PRSP projects.
Millrace and Civic Stadium should be included in future PRSP projects.
Public Safety as it pertains to safe city parks is of the utmost importance.
Parks systems development charge account has balance of approximately $10 million.
The Eugene Parks and Recreation System needs an infrastructure upgrade.
All PROS project lists would be reconciled during any future SDC methodology work.
The meeting adjourned at 7:10 p.m.
