Councilors Present: Emily Semple, Betty Taylor, Mike Clark, Greg Evans, Chris Pryor
Councilors Absent: Claire Syrett, Alan Zelenka
Mayor Vinis opened the May 8, 2017, meeting of the Eugene City Council.
1. PUBLIC FORUM
1. David Monk – Introduced Council to his new organization, Checks and Balances.
2. Ali Emami – Asked Council for permits to improve his businesses on Kesey Square.
3. Lloyd Davis – Expressed concern over the number of mentally ill people downtown.
4. Bob Hart – Was pleased the old Agripac building was going to be reused.
5. George Brown – Spoke about a City Charter Amendment concerning an independent auditor.
Council discussion:
Current Public Forum format does not allow for back-and-forth conversation.
Thanks to Mr. Emami and others for helping to make Eugene better.
Retaining a performance auditor for Council should be placed on a ballot.
Mayor Vinis adjourned the City Council meeting and convened a meeting of the Eugene Urban
Renewal Agency.
2. ACTION: Disposition of Agripac Building
Michael Kinnison of the Eugene Community Development Division, gave a PowerPoint
presentation on the disposition of the Agripac building.
Agency Discussion
Agency decision is subjective, based on sentimentality and historical value of the
building.
Support the idea of carefully disassembling the building and reassembling it at a
different location, or otherwise reusing the parts in Eugene.
Agripac building originally built from a strictly utilitarian standpoint, and not
necessarily built with longevity in mind.
Too early to tell if building could somehow be used in the Riverfront Redevelopment.
Deconstruct the Agripac building now, then decide what to do with the
building/parts; the deconstruction phase is time-sensitive.

MOTION AND VOTE: Councilor Clark moved, seconded by Councilor Semple, to
direct the City Manager to evaluate and dismantle the building, and to reuse as much
of the building as is practical, after the building is appropriately evaluated. PASSED
5:0.
The meeting adjourned at 8:10 p.m.
