PLEDGE OF ALLEGIANCE Mayor Vinis welcomed representatives of Brownie Troop 20397, who led the Pledge of Allegiance. Jacob Siegel interviewed for a position on the Sustainability Commission. 2. PUBLIC FORUM 1. Jennifer Frenzer‐Knowlton ‐ Human Rights Commission unanimously approved draft Ordinance to end City contract with US Bank; support expanded emergency shelter. 2. Kevin O'Brien ‐ Asked council to part ways with US Bank. 3. Coreal Riday‐White ‐ Asked council not to lose sight of its duty or power. 4. Peter Ogura ‐ Urged council to oppose the proposed ban on alcohol in Eugene parks. 5. Vic Hariton ‐ Urged council to oppose the proposed ban on alcohol in Eugene parks. 6. Meesha Goldburg ‐ Asked council to part ways with US Bank. 7. Caitlin Bowman ‐ Asked council to part ways with US Bank. 8. Maria Bybee ‐ Asked council to part ways with US Bank. 9. Stefan Strek ‐ Was concerned about the local ordinance banning dogs from downtown. Council Discussion  How can Council weigh in on park rules without a formal motion?  Need to strike down the No Alcohol in City Parks legislation.  The Downtown Dog Ban needs to be rescinded. 2. ACTION An Ordinance Amending the Eugene‐Springfield Metropolitan Area General Plan Policy H.2 to Clarify Eugene May Adopt Aspirational Park Plans City Manager John Ruiz and Parks Planning Division Manager Carolyn Burke offered a summary of the ordinance, and the Public Hearing that took place on it. MOTION and VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to approve Council Bill 5175, an Ordinance Amending the Eugene‐Springfield Metropolitan Area General Plan Policy H.2 to Clarify Eugene May Adopt Aspirational Park Plans. PASSED 6:1, Councilor Clark opposed. Council Discussion  New plan will contain a Project List which will be used in new SDC methodology.  Prefer postponement of the ordinance.  Projects are funded by SDCs annually.  There seems to be a lack of operational money with which to maintain projects once implemented.  May be better adopted as a land use document.  SDCs will not be spent on anything other than the project(s) for which they were collected. 3. ACTION An Ordinance Concerning Utility Service to Support Economic Development in the Industrial Corridor Community Organization and Amending Section 9.8117 of the Eugene Code, 1971 City Manager John Ruiz offered council a brief report on the Ordinance. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to approve Council Bill 5174, An Ordinance Concerning Utility Service to Support Economic Development in the Industrial Corridor Community Organization and Amending Section 9.8117 of the Eugene Code, 1971. ACTION A Resolution Granting a Measure 49 Claim and Waiving a Provision of Chapter 9 of the Eugene Code, 1971 for Property Located at 1777 E. 30th Avenue, Eugene, Oregon (Assessor’s Map 18‐03‐08‐11, Tax Lot 602) City Manager John Ruiz offered council a brief report on the Resolution. MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to close the record for the Wilson Measure 49 claim at 5:00 p.m. on June 5, 2017. He further moved to close the claimants’ rebuttal period at 5:00 p.m. on June 12, 2017. PASSED 7:0 5. Committee Reports and Items of Interest from Mayor, City Council, and City Manager Council Discussion  Request made for a process session on motions.  Suggested Committee Reports and Items of Interests should be at the beginning of a meeting, not the end.  Should have a retreat before coming back as a full council in the autumn.
