Mayor Vinis opened the May 31, 2017, Work Session of the Eugene City Council.
A. WORK SESSION: 2035 Eugene Transportation System Plan
Public Works Director Kurt Corey, City Engineer Mark Schoening, and Transportation Planning
Manager Rob Inerfeld offered Council a report on the 2035 Eugene Transportation System Plan
(TSP).
Council Discussion
There are common goals between the Eugene Climate Recovery Ordinance (CRO), and the
projected TSP; they cross over at automobile emissions.
The TSP's Complete Streets project does not mean bike lanes on every street are needed.
There is a plan to remove street parking on East Amazon to facilitate a bike lane.
Alternatives to single‐occupancy vehicles are made more attractive through the TSP.
A benefit of the proposed multi‐modal bridge at Beltline, is an added avenue for bikes and EMX.
This version of the TSP is a vast improvement over the last TSP.
More protected bike lanes are needed.
Eugene should lead the West, and the U.S. in electric vehicle technology and implementation.
Transportation accounts for approximately a third of Eugene's greenhouse gas emissions.
Happy to see the bike path extension into Santa Clara.
A 1.88 percent population growth in Eugene every year between now and 2035 is anticiapted.
Eugene must identify the strategies, quantify their impacts, and create implementation goals
within the TSP (and the CRO).
MOTION AND VOTE: Councilor Zelenka moved, seconded by Councilor Clark, to extend the
current meeting by 10 minutes. PASSED 4:1, Councilor Semple opposed, Councilor Evans absent.
B. Ward 4 Selection Process
Council Discussion
All candidates need not be interviewed.
An interview ballot will be necessary.
Agree on 30‐minute interviews.
Each candidate should have three minutes for an opening statement.
In the Mayor's absence, Council President would facilitate the meeting at which interviews were
being conducted.
Support expressed for preference voting.
